Energy is an important resource to support the national development. People began to payclose attention to energy conservation, renewable energy development, thinking about how toimprove the efficiency of energy conservation, and to ensure the symbiosis betweensustainable development of economy and environment caused by two oil shocks. Energyperformance contracting grows up at this historic moment which is a new type of energysaving mode. It relies on self-regulation of the market. Core idea of win-win result provides itwith the solid foundation of prosperity and development among the world. Energyperformance contracting helps owners overcome the financing problems and technical barriersfor the energy-saving reconstruction, provides broad energy market for Energy ServicesCompany. ESCO uses third-party financing enterprises, own funds and specific energy savingtechnology for energy-using enterprises to provide comprehensive energy-savingreconstruction.Energy performance contracting makes corresponding adjustments to adapt to everycountry’s demand according to different types of the development of the national conditions,geographic location, policy system, and industrial structure. On the basis of its nationalconditions, the United States and Japan establish perfect energy conservation policy system,pay attention to the cooperation of the national and local laws and regulations, makemandatory constraints and incentives complementary, and select suitable energy performancecontracts mode by the characteristics of domestic energy-saving industry. It develops advancedenergy conservation with painstaking research to intensify the core competitiveness for industrial development. Finally it helps the enterprise to obtain effective energy savingbenefits and save energy for the country.This paper selects the United States and Japan for studying the development process oftwo countries’ EPC in this paper, analyzing the reason of fluctuation in the development ofindustry. It compares the difference between customers group, distribution in the field ofbusiness, contract mode and type, energy-saving rate, payback period of investment andenergy saving technology, summarizes the similarity and individuality of EPC in thedevelopment of the two countries,and demonstrates that Japan’s development path is moresuitable for the development of our country’s EPC. With a case study in Japan, it analyzesJapanese features on energy conservation and discusses the relationship between EMC andeconomic benefit.Finally according to the current stage of EPC in our country, it puts forwardseveral suggestions with the experience of Japan: improving the energy conservation policysystem, perfecting the relevant energy-saving laws and regulations, and cooperating witheconomic incentives, developing comprehensive energy conservation standards, being strictwith supervision, innovating energy conservation technology, strengthening cooperation withforeign ESCO, attaching great importance to energy saving propaganda, and improving citizenconsciousness of energy conservation.
