In the economic globaliza tion and i nternationalization has become more evident today, human capital has become the fundamental competitiveness of enterprises, of course, inse parable from the development of enterprises excellent human resource effi cient allocation. And performance management occupies a ce ntral position in the corporate human resource mana gement is an effective tool for corporate strategic objectives landing i s an effective means t o improve employee performa nce.With the rapid technological progress and economic development, tele com operators enterpr ises are fa cing enormous challenges, and how to improve their market competitiveness through scientific performance management, and achieve long-term competitive advantage, i s the enterprise s ur vival and healthy development must be the primary c onsideration. Performance ma nagement is an important part of human resource management i s an effective me ans of control organizations to achieve strategic objectives. With t he reform of the telecommunic ations economy, establish an efficient,targeted performance manage ment mechanism is the Chinese telecom enterpr ises urgently need to addres s the proble m. I n an inc reas ingly tough competitiv e en viro nme nt,telecom companies a r e increasingly acutely aware of the impor tance of corporate performance management, pe rfor mance ma nageme nt and therefore have more s tringent requir ements, hopes to build a sound per formance manage ment system to achieve the company’s overall competitiveness of the final upgrade.Bas ed on t he st rate gic obje cti ves of performance manageme nt theory and methods to Chongqing HC company’s performance management system as an example,elaborated on the st rate gic obje cti ves of an e nterprise pe rfor mance management system to establish a performance ma nagement a pproach through t he implementation of the whole process of business goal s. Chongqing HC combined company’s actual situation,the implementation of the theory and pract ice of combini ng resear ch and quant ita tive,qualitative approach, improved corporate past performance manage ment, capacity building, taking into account t he re sults of the performanc e indicator sys tem type, so as to advance its strategic enterprise solutions process performance management mechanism.This articl e will explore the ba ckground to explore the st atus quo worldwide aredescri bed, followed by analysi s of t he performance management theory related article aims to expl ore the subsequent laying methods, theor ies foreshadowing. Then intr oduced the enterprise, analyzes the performance of its c urrent manage ment situation,think: corporate stra tegy implementa tion is not consistent with the existing performance management, inadequate use of pe rformance appraisal r esults, performance management is not e quivalent t o a simple per formance appraisal, accounting for larger financial indica tors and so on. In this conne cti on, the author gives the company the various aspects of performance manage ment improvements, the use of key performance indicators, balanc ed scorecard and other methods, the existing performance management system, to optimiz e t he design a nd, ult imately, complete with the company’s strategic objec tive to maintain the correspondence be tween the compa nies performance management system, in order to improve bus iness performance standar ds,motivate staff to complete the corporate strategic objec tive s for the future devel opment of ente rprises of gr eat signific ance.
