Marine fishery is an important part of Marine economy and modern agriculture. The Marine power strategy implementation is speeding up. With the development of the industrialization, informatization, urbanization and agricultural modernization, and the increasing deterioration of the Marine ecological environment, Marine fishery faces a new opportunity for development and change. Under the background of energy security and the ecological environment changes as a common concern to the international community. Our country as a super fishery country is necessary to objectively understand the Marine fishery economy under the restriction of China’s low carbon growth status. Under the situation of increasingly serious resources and environmental problems, studying Marine fishery growth mechanism under the restriction of environmental low-carbon for optimizing our country fishery economy and improving the sustainability of economic development is of great significance.By using dynamic Malmquist Model, putting the element of energy consumption, pollution, and the dynamic factors into it, this paper measures Marine fisheries total factor productivity (TFP) of the 11 provinces and cities of China’s coastal areas from 1993 to 2012 and carries on the detailed decomposition. The results show that:the dynamic Marine fisheries green TFP growth rate of GDP growth rate is far lower than the Marine fisheries in most provinces and cities in our country. The TFP growth rate of 2.84% on average is far below the Marine fisheries average growth rate of 7.49% of GDP, which means that our country is still belongs to extensive Marine fishery economy; Most provinces and cities green efficiency change index is relatively stable, which restricts the development of TFP. To the dynamic technology progress, there are two levels of differentiation, which has inhibitory effect to the high TFP provinces and cities and a promoting effect to the low; Part of provinces and cities’the technical efficiency change of energy efficiency and scale efficiency change index is in convergence, suggesting that fishery TFP is dominated by the economic scale efficiency. Part of it is in convergence with pure technical efficiency change, which means fishery TFP is leading by pure technical efficiency index. Efficiency change of energy efficiency and scale efficiency change index trend is opposite. It shows provinces and cities of better economies scale ignore the control of energy efficiency; Pollution efficiency change index is stable with slightly floating, energy efficiency index is almost 1during the study period; Dynamic progress index is good to promote the dynamic green TFP of Marine fisheries in China and Marine fisheries in China attaches great importance to the fixed assets investment of inter-temporal effects.Based on the measurement of China’s coastal city of ocean fishery TFP, this paper classifies the coastal areas into three interval, north China, east China and south China coastal areas and test the total factor productivity growth for sigma convergence, absolute beta convergence and conditional convergence beta test. The national and south China standard deviation over time show a downward trend and there is a sigma convergence.North China is divergent and east China does’t exist obvious convergence. Absolute beta convergence and conditional beta convergence test of regression coefficients are significant under 1% significance level, showing that the national, east China and south China exist obvious beta convergence, and develop toward their respective steady state.Based on the above research, this paper puts forwards some advices:optimizeing the distribution of elements, optimizing the structure of industry of Marine fishery, building fishery organization for economic cooperation and strengthening the support of government, hoping to achieve our Marine fishery economy sustainable and green development.
