With the several new strategic planning such as "One Belt And One Road"(OBAOB) putting forward, the vast extensive regional trade activities will get rapid development in the future. Thus the construction of logistics park has played a pivotal role in regional trade. Logistics park’s construction is the key point of the development of logistics industry in China. However, it is still insufficient in the overall development level of logistics industry in western underdeveloped region. At this stage, there is a few number of logistics park putting into operation in western region. These western underdeveloped logistics park remains far wider in aspects such as logistics construction, the level of logistics management and logistics personnel from eastern developed region. Although there is amount minerals, food and other commodities production in western region, the backward logistics industry restrict the "Go global" strategy of these abundant commodities resource. Obviously, these backward slows the western economic development. Therefore, it is an inevitable choice to construct and develop a more advanced logistics industry for western region in China while the core of this choice is investing the Logistics park construction which could be powerful to promote the development of local logistics industry.In this paper, it takes the zhang ye of logistics park project risk management as the research object, on the base that analysis cargo throughput and the future demand of zhang ye area of Lan-Xin railway to predict, we define the scale of investment of logistics park, and analyzing the influence factors of logistics park risk management and building risk management evaluation index system that based on Entropy Coefficient Method and Work Breakdown Structures, and putting forward the use of project risk management estimation methods of Entropy Coefficient and Work Breakdown Structures to solve this problem. On the basis of analyzing the engineering project risk management, and combining with the characteristics of the project, using probability theory, graph theory and simulation technology, we studied engineering project risk management analysis theory and method.Through the study the risk management of zhang ye logistics park project, on the one hand, we able to qualitative and quantitative analyze freight throughput, the characteristics of shipping,the location of logistics park construction and construction scale, and then, basing on this analysis influenced, we can analyze the factors that produce zhang ye logistics park project risk management and calculate probability of each affecting factors, which has important guiding significance to zhang ye logistics park investment decision. On the other hand, we establish logistics park risk management evaluation index system, and according to project risk management estimation methods of Entropy Coefficient Method and Work Breakdown Structures of risk management to solve the problem of future development of zhang ye logistics park project investment.
