Area D as a strong area of Tianjin traditional logistics, the geometric center is located in the Binhai New Area, with good location advantage, a well-developed transportation infrastructure, transportation and warehousing, logistics first-mover advantage. But at the same time we should also see a lot of logistics enterprises or traditional logistics enterprises to decentralized collective efficiency is relatively low, less competitive. In order to take full advantage of the formation of the first-mover advantage in Area D Logistics, prompting the traditional logistics transformation to the new sense of modern logistics, the district government is planning to establish centralized modern logistics park. Based on the theory of domestic and international risk management system, identify the D area logistics park project faces a variety of risks in investment in the construction and operation process. Logistics park projects through risk assessment, discriminant degree of risk presented a risk strategies to avoid loss due to ignore the existence of risk in decision-making and improve the investment decisions more scientific. The research method:through research and analysis of domestic and international risk management theory, combined with this special column of the logistics park project, construction of the logistics park project risk analysis theory, methods and models. Learning through literature and expert interviews to identify the risks. Comprehensive Evaluation of Logistics Park District D projects by using fuzzy evaluation method, according to the government level and enterprise level of theoretical research on risk prevention measures. The main content of this article is:The first chapter analyzes the research background and significance, summarizes the risk of domestic and foreign scholars to study the current situation. The second chapter describes the basic theory of the logistics park project risk management. Include:the risk of related concepts and features of the theory of risk identification, risk assessment related to the theory and risk index system theory. The third chapter of the D zone Logistics Park project risk identification. Introduced the D zone Logistics Park project background, analysis of all aspects of the D zone Logistics Park project proposed park construction project risk factors. Chapter D zone Logistics Park project risk evaluation. Use fuzzy evaluation method to District D Logistics Park project to conduct a risk assessment to determine the various factors of the logistics park project in Area D risk estimates as well as the project’s overall risk value, and the proposed project on the impact of key risk factors. Chapter5gives the D zone Logistics Park project risk prevention measures, including risk prevention countermeasures and preventive measures for key risk factors, to come up with strategies and recommendations the D zone logistics park construction project risk management. Chapter6Conclusions and Prospects. Summary of the results of this study, proposed thesis innovative points. And study further outlook. In this paper, the following aspects of innovation. First, this paper, the characteristics of the logistics park project, more comprehensive analysis of its risk factors, and to establish a more complete risk index system. Second, the fuzzy comprehensive evaluation method is applied to the logistics park project risk evaluation and simulation evaluation of the key risk factors for the prevention and management strategies. Third District D Logistics Park project risk analysis on the practical application of the theory of the use of risk assessment. Theory with practice, given the the D zone Logistics Park project risk prevention countermeasures, and the key factors of risk prevention research from the macro and micro levels, risk prevention recommendations.
