Sustainable Development Evaluation Of Marine Ecological Economy And Risk Early Warning Research Of China

Marine ecosystem can not only provide marine resources and cleaning up the environment for human being, but also has lots of functions,such as food supply, climate regulation and recreational. Doing Marine environmental protection work well and making marine ecosystems efficient and recycling, is not only an important guarantee for building a resource-saving and environment-friendly marine industry, but also the urgent needs of building a harmonious society and taking the way to the ’’maritime power"In recent years. Marine economy of China has shown a good momentum of development. What’s more, "maritime power" strategy also provide a good opportunity for the development of Marine ecological economy of China.However, our country is still lacking of systemic and scientific theoretical guidance in the aspect of Marine ecological economy development. There exists lots of problems in the development process of marine economy, such as extensive management of traditional marine industry, serious ecological environment problem, low economic efficiency, sustainable or not and how to evaluate the level of sustainable development, how to issue warnings.If these problems remain unresolved for a long time, it will seriously hinder the sustainable development of marine ecological economy in China.Therefore, this paper evaluated sustainable development level of marine ecological economic system in China, on this basis.the paper analysed the problems and restriction factors of sustainable development of marine ecological economy in China, and constructed an scientific and feasible risk warning mechanism,And then puts forward countermeasures to ensure the development of marine ecological economy of China is sustainable.This paper can be divided into four parts, the first part is the theoretical analysis, mainly expounding the research condition about the sustainable development theory of marine ecological economy at home and abroad, introducing the theory and concept of marine ecological economy and providing an overview of marine ecological economy development of our country. The second part is the empirical evaluation of sustainable development of marine ecological economy. This part firstly built the evaluation index system of marine ecological economy sustainable development level of China. Secondly, using the related data from 2000 to 2012, the paper evaluated the sustainable development level of marine ecological economy of China based on the data envelopment analysis model, and find out restriction factors of sustainable development of marine ecological economy in China. The paper predicted the index variable values and marine ecological economic sustainable development level of 2013-2017 year by using GM (1,1) model and DEA model in the third part, and carried on the early warning. The fourth part is the safeguard measures of marine ecological economic sustainable development of China.The research results show that, the sustainable development level of marine ecological economy of China is fluctuated from the year 2000 to year 2012. The cause of unsustainable can be divided into two categories:one is the ecological pollution and resource consumption input is excessive; the other is the ecological response and economic development output is deficiency. According to the predicted sustainable development status of marine ecological economy of the coming five years, the paper puts forward some measures from different angles to guarantee the marine ecological economic sustainable development.Through the combination of quantitative and qualitative analysis, the paper improved the evaluation index system of marine ecological economic sustainable development,updated research perspective and methods of the evaluation of marine ecological economic sustainable development, fill the blank of risk early warning research on sustainable development of marine ecological economy.and puts forward some measures to guarantee the marine ecological economic sustainable development from different angles.
