Research On Food Security Of China In The Process Of Economy Development

With a large population, our country’s food security is not only relate to the basic guarantee of people’s livelihood, but also affects the international grain market. The paper draws lessons from the study results of many scholars, then builds a model involving production, consumption and circulation, technology and natural environment protection, with eight indexes including grain yield fluctuation coefficient, per capita grain sown area, the per capita share of grain, the Engel coefficient, the degree of food self-sufficiency, the food consumer price index ratio, the per unit area yield of grain and grain production damage rate, to measure the food security of China’s mainland 31 provinces from 1994 to 2012. And then make maps of the relevant measurement results. From the measurement results we can see that China’s food security exists many problems in these five aspects, including the contradiction between supply and demand of grain, the grain circulation pressure, the level of agricultural technology is low and the agricultural resilience is poor.They cause the amount safety problem. In addition, the ecological environment pollution, the grain reserve technique and transgenic crop production lead to the existing problems of food quality safety. Through analysis we find the main reasons include agricultural return is relatively low, the rural financial system is backward, the destruction of agricultural land conversion, farmers’land rights is damaged, inadequate protection of arable land, serious food waste and serious natural disaster. At last we put forward several related policy suggestions including break the household registration system in urban and rural areas,accelerate the innovation of rural financial system; increase investment in agriculture to improve the farmers’ enthusiasm of engaging in agricultural production and improve the agricultural technology, promote the integration development of three industry in Rural, promote circulation system; clear the land property rights and land development rights; enhance food use controls, establish the view of saving food consumption; strengthen the supervision of food quality and so on.
