| With the "Opinions of State Council on the establishment of a unified basic endowment insurance system for urban and rural residents" in May 1,2014 formally implemented,the new pattern of urban and rural basic endowment insurance system has taken shape.At the same time,due to the accelerating process of industrialization and urbanization in our country,urban and rural employed population cross-regional flow also increasingly frequent,according to "Statistical Bulletin of the National Economic and Social Development in 2015" : the national rural migrant workers in total of 277.47 million people,an increase of 1.3% over the previous year.Therefore,more and more rural migrant workers attend social insurance in different provinces and cities,the resulting demand for transferring the basic endowment insurance relations is more and more big,but problems are becoming increasingly prominent in the process of transfer and cohesion,such as: compatible obstacles in the system of cohesion resulted from different patterns of urban and rural system and overall level;repeatedly to attend endowment insurance in different provinces or draw pension from different regions and other issues caused by the defects of system itself;as well as the problems caused by difference in urban and rural economic development such as unfair pension level and uneven agency service level of different regions.Even the implementation of the "Interim Measures for the transfer and continuation of the basic endowment insurance for urban enterprise employees" in2010 does not completely solve all the problems in the process of transferring the basic endowment insurance relations,especially for "rural migrant workers",the role of the document is limited.Although under the new pattern,"Interim Measures for the convergence of urban and rural endowment insurance system" has been officially implemented on July 1,2014,to further improve the important content of converging the urban and rural endowment insurance system,but it still appears a lot of problems in the process of implementation needs to be solved.Through the appearance to perceive the essence,we found the external causes like different economic development level and internal causes like institutional defects or policy not refined.In the background of publication of this document in May1,2014,the paper focuses on "rural migrant workers",deeply analyzes the existing " Interim Measures for the transfer and continuation of the basic endowment insurance for urbanenterprise employees " and "Interim Measures convergence of urban and rural endowment insurance system",based on "Rawls’ Theory of Justice" and the theory of "Social Security Rights".Relying on the situation analysis of the management of basic endowment insurance relations’ transfer and cohesion in Shanghai,is to analyze the deep reasons on related issues combined with theoretical research based on the experience of solving the problems in the work of Shanghai,and thus try to propose a long-term path selection and related safeguard measures from the system-design.This paper is divided into six parts:The first part is "Introduction",mainly to clarify the background,research purpose and significance;describe and evaluate domestic and foreign research status and level;propose research ideas,the overall framework and research methods;point out the innovation and shortcomings of this paper.The second part is "Concepts and the Related Theories of Transferring Basic Endowment Insurance Relations for Rural Migrant Workers",mainly to describe the definition of "rural migrant worker","basic endowment insurance" and the basic endowment insurance relations’ transfer cohesion and its classification;expound the application of "Rawls’ Theory of Justice" and "Social Security Rights" in transferring basic endowment insurance relations for rural migrant workers.The third part is "the Relevant Policy Analysis of Transferring Basic Endowment Insurance Relations",starting with the historical evolution of the policies,to carry on the direct comparison and the concrete analysis to the policies.Especially for the two current policies,to give the objective evaluation and analysis of the policy effect in transferring basic endowment insurance relations for rural migrant workers.The fourth part is "Analysis of the Problems and Reasons in Transferring Basic Endowment Insurance Relations for Rural Migrant Workers ",through the analysis of the current situation of transferring basic endowment insurance relations in Shanghai,to discuss the difficulties and deep reasons in the process of transfer and cohesion for "rural migrant workers" under the new pattern.The fifth part is "The Practice and Enlightenment of Western Endowment Insurance Relations’ Transfer and Cohesion",mainly to learn from the experience of the European Union in the transferring endowment insurance relations for the migrant population,from which we can get inspiration,and to provide the system and technology reference for the transfer and cohesion in China.The sixth part is "Path Selection and Safeguard Measures to Resolve theProblems of Transferring Basic Endowment Insurance Relations for Rural Migrant Workers",based on the experience of Shanghai,step by step,to achieve national co-ordination,improve the policy system,increase financial input,set up a ministerial level communication and coordination mechanism,build a network communication platform to realize digital information sharing,and to establish a variety of supporting policies for transfer and cohesion,in order to resolve the problems in transfer and cohesion for rural migrant workers at the present stage. |
