In this paper, small and medium-sized real estate enterprises of state-owned enterprises is the research object. To explore what the financing difficulties are and how those enterprises to solve them under the current severe macroeconomic regulation. First, According to the particularities of state-owned small and medium-sized real estate enterprise, the advantages and disadvantages in financing of state-owned small and medium-sized real estate enterprise, to detailedly analyze the financing difficulties of state-owned small and medium-sized real estate enterprise. Second, to give advice on how to improve the financing model in the microeconomic and macroeconomic limiting conditions. Last, as the XX project of the CF property for example, in accordance with the above mentioned of practical analysis and demonstration, the paper has got a general research conclusions for guiding the future financing of small and medium-sized real estate enterprises. The main contents include the following five aspects:The first chapter: introduction. Mainly, within the financing difficulties in current real estate market the present situation which leads to the research background, research significance, the research content and the possible innovation points of this article. This is the part of founding questions and asking questions.The second chapter: related concepts and basic theory are introduced. Define the core concepts: financing, small and medium-sized real estate enterprises, and state-owned enterprises. Then it expounds the theories systematically: Balance theory, the Optimal Sequence Financing theory & the MM theory, the basic supporting theories.The third chapter: analysis the financing of the small and medium-sized real estate enterprises of state-owned. First of all, to trace the policies of the real estate industry since the reform and opening up, to sort out the development course of the real estate enterprises under the macroscopic policy background, which are the historical basis in analysis of financing difficulties of small and medium-sized real estate enterprises. Secondly, to discuss the particularity of State-owned small and medium-sized real estate enterprises, considering that the State-owned enterprise groups control the State-owned small and medium-sized real estate enterprises, and both of them were involved and strongly mutually influenced. The last, to analyze the current status, the problems and the reasons in the process of financing in those contemporary type enterprises.Chapter IV: The solution of the financing difficulties and the new architecture of the financing system. To provide a solution to the problems in the third chapter, and renew the financing framework of State-owned small and medium-sized real estate enterprises from the standpoint of optimizing the existing scheme and increasing new financing channels. The renew framework included four parts: Strategic choice, Financing mode selection, Process optimization and Financing effect assessment.The fifth chapter: the example of loans case: XX project development of CF real estate. This part is mainly based on the previous chapters. To analyze the reasons and the limitations of the financing plan, based on the actual case of CF estate, the actual case.The sixth chapter: to extract the generalities and the particularities of the financing plan of the small and medium-sized real estate enterprises of state-owned enterprises as the conclusion of this paper.
