In the dynamic and changing market environment, dynamic management capability is considered to be the basic ability of corporate sustainable development. Human resources as the first factor of production of enterprises, is the core of the dynamic capability management. Therefore, with the changes of business environment, pay attention to the changes in the characteristics of the understanding of the relationship between goal setting, and related enterprises and institutions of the task, also be adjusted, so that the organizational structure, conform to the trend, play the potential of human resources, is the enterprise’s most valuable management ability.In this paper, the mining service system of human resources management in XN company as the research object. According to change of national macro policy enterprise strategic, it is raise new requirements to the human resources situation.
