In the dynamic and changing market environment, dynamic management capability is considered to be the basic ability of corporate sustainable development. Human resources as the first factor of production of enterprises, is the core of the dynamic capability management. Therefore, with the changes of business environment, pay attention to the changes in the characteristics of the understanding of the relationship between goal setting, and related enterprises and institutions of the task, also be adjusted, so that the organizational structure, conform to the trend, play the potential of human resources, is the enterprise’s most valuable management ability.In this paper, the mining service system of human resources management in XN company as the research object. According to change of national macro policy enterprise strategic, it is raise new requirements to the human resources situation. The research method to interview, questionnaire and data analysis, discusses the human resources situation and problems of XN service system, under the new situation put forward suggestions on how to optimize the human resources. And be checking in a local, it is to promotion of the whole system and application of the reference to the similar enterprise has the practical value of the positive.This paper has six parts, the introduction part clarifies the purpose and content of this study; the second part is literature review, it’s research and explain Definition and structure characteristics of human resources 、 theory of employee behavior and employee incentive、the definition and principle of human resource configuration、design of human resource configuration what is the general type、basic concept of the maturity mode, and so on; the third part is the analysis of present situation and problems of analysis and evaluation of the company human resources; the four chapter is design to optimize the configuration of human resources, it’s to elaborate on aim、principle、and standard technical solutions; the five chapter is practice of local on design scheme, it’s introduces the practical application of the design scheme and effect assessments of the stage; the last is the Conclusion and discuss.
