Food safety concerns the health of the people, the harmonious development of society, the credibility of the government. With the development of our economy, society get improved people’s living standard, people more and more is also high to the requirement of food safety. However, food safety incidents occur continuously in recent years, the food safety public declined sharply. In recent years, "Sanlu poisonous milk powder", "trench oil", "lean" and other food safety incidents, not only a serious threat to the social people’s life and health, and exposed the Chinese government in the food safety supervision work of various problems. With the continuous emergence of food safety incidents, food safety issues gradually get people’s attention, has become an urgent need to address social hot issues. As the main body of the food safety policy implementation, the government has the responsibility to protect the overall quality of food, and it is the obligation to protect the food safety of the people. In view of the current situation, although governments at all levels in the food safety supervision work made great efforts, however, food safety supervision work still exist many weak links, practical work there is still much room for improvement. The existence of the food safety supervision in our country weakens the government’s credibility, and intensifies the people’s distrust to the government. The problem of food safety supervision in China behind the root is not only the result of food producers and business operators of self-interest or government departments lack of supervision and other reasons, the deep level reason rooted in food safety policy implementation among.Therefore, in this paper, the government’s food safety policy implementation as the research subject, from the perspective of the new public service theory and related theoretical basis, using the method of literature research, comparison research on domestic and foreign literature related to food safety regulation research results were reviewed, in the policy process model for the analysis tool, through the five chapters in this thesis. In the first chapter, mainly stated in this thesis to establish the basis and the logical premise of writing, including the selected topic background and significance, research status at home and abroad, research ideas and methods, main concepts and theoretical basis, etc. In the second chapter, mainly elaborated the policy process model, influence factors and the elements of the model was scientific, feasibility and rationality of the argument. In the third chapter, from several aspects to analyze the status quo and problems of China’s food safety policy implementation. In the fourth chapter, using the policy process model to our country food security policy execution are analyzed in various attribution. In the fifth chapter, aiming at the reasons behind the policy executive power of food safety problem, put forward targeted reasonable countermeasures.
