Since the policy of reform and opening, China’s industrialization and urbanization process has witnessed large-scale population transfer from the rural area to the city which has become a common and enduring social reality. With billions of surplus rural labor transferring to the non-agricultural industries, labor transfer has become an important approach to promote the coordinated development between rural and urban economy, and the major force of migrant workers—the new generation of migrant workers has gradually become an indispensible employment force of urban development.This paper obtains the findings by collecting research materials, analyzing the public data from related national intuitions and integrating the existing research results. It starts with discussing the current employment quality of the new generation of migrant workers from the aspects of compensation package, vocation development, occupation status, labor relation, career satisfaction. Secondly, it analyzes the factors that influence the employment quality of the new generation. In account of government’s important part in promoting the new generation’s employment quality due to their replaceable functional role, it emphatically analyzes the implementation situation and limitation of related policies on the new generation’s employment quality from the central government, and due to the policy of government is to play one of the important means of government administrative function, so this paper mainly study on government policy. Thirdly, using the Internet, library and other means, access to statistics information on national and local government and authorities announced, analyzed the effect and shortage of the government administration function in the improvement of the employment quality for the new generation of migrant workers. Lastly, under the guidance of Charles Lindblom’s Incrementalist Policy-Making Theory, combined with China’s present situation of policy implementation, it proposes some specific suggestions including establishing sound social security system, deepening household registration system reform, perfecting employment laws and regulations, improving employment service system, developing diverse training, guiding the new generation to homeland employment, creating assessment mechanism for policy assessment, and working together with the labor union. These administrative measures aim at partly adjusting related policies on enhancing the new generation’s employment quality, improving the government’s regulating ability on the new generation’s employment quality, guiding to create a desirable political and economic environment for their employment.
