Government To Promote The Return Of Migrant Workers Employment Policy

Rural laborers,are the specific social groups in our country,have been cause for concern.The main migration form of labor force migration is from rural to urban areas.But in recent years,there is a wave of back-flowing.Because of the impact of international economic instability, a large number of small and medium-sized enterprises in coastal areas had bankrupted,and many rural laborers lost their jobs.From the view of world economy style,the back-flowing of rural laborers is a long-term and continuous process.A large number of unemployed rural laborers would threaten the stability of our society.Creating enough employment opportunities has become the top priority of the Chinese Government.In this background, there is a great theoretical and practical significance to study the issue of back-flowing of rural laborers.In order to understand the current situation of rural laborers' returning in Taojiang County,I had made a survey for 100 families and 100 rural migrant laborers of Taojiang County.In order to solve the issue, local government has adopted a series of measures.In this paper,I propose solutions from the aspects of both the state and local governments.National policy is the basis of making local policy.In order to solve the issue of re-employment of migrant workers' backing,the state should adopt the following policies:improving the social system,developing with coordinating of urban and rural areas.The local policy is the most important aspect to resolve the re-employment of returning rural laborers.Local governments could take the following measures:To play the role of grass-roots cadres,To implement the policies which are benefit for farmers,To strengthen the support of township enterprises,To promote the strategic adjustment of agricultural structure in line with local conditions,To strengthen the management of returning rural laborers,To improve the rural cooperative economic system.Rural cooperative economic system provides possibility to returning rural laborers for making their own business. One of the paper's innovative points is the empirical survey of returning migrant workers and the other is to propose the solution.But owe to the restriction of the knowledge structure,there are many improvement space.
