A Study To Evaluate The Ability Of Community Participation In Rural Tourism In The Period Of Building A New Socialist Countryside

Chinese rural areas have come into the period of building a new socialist countryside since 2006. The scientific development of rural tourism has positive effective on building a new socialist countryside in some areas. In the period of building a new socialist countryside, rural tourism faces better opportunities for development and more requirements. In the period of building a new socialist countryside, the governments of rural tourism destinations must correctly understand communities’ ability of participation in rural tourism, and then develop policies of rural tourism accordingly to provide necessary conditions for communities to participate in rural tourism; the governments of rural tourism destinations also have to help communities to improve their ability of participation in rural tourism to meet the needs of development at present and in the future. So far there is not any available mature theory to guide the practice, because there are not many researchers pay attention to the ability of community participation in tourism. This paper positively studies the ability of community participation in rural tourism in the period of building a new socialist countryside.This paper studies the definitions of building a new socialist countryside, rural tourism and community participation at first, and then analyzes the relationships among them. After the study of key words’ definitions, this paper shows the necessity and difficulty of correctly understanding the ability of community participation in present rural tourism practice through analyzing a typical case. Then this paper analyzes the core-stakeholders of rural tourism in the period of building a new socialist countryside, the relationships between community and the other two core-stakeholders of rural tourism, and the core-abilities of community participation in tourism in the period of building a new socialist countryside. The study of core-stakeholders of rural tourism in the period of building a new socialist countryside and the study of core-abilities of community participation in tourism in the period of building a new socialist countryside, have positive effectives on Chinese rural tourism practice in the future. After the study of core-abilities of community participation in tourism in the period of building a new socialist countryside, this paper establishes the evaluation system for the ability of community participation in tourism in the period of building a new socialist countryside, and then makes further explanation of the evaluation system and its usage. Finally, this paper puts forward solutions to the potential problems in future practice according to different regions’ requirements.
