As a result of political, economic, and cultural cooperation between governments of Russian Federation and People’s Republic of China, the relationship in the field of tourism between the two develops rapidly. Tourism plays a major role in the cooperation as Russia is one of the biggest sources of tourists. However, there was a decline in the flow of Russian tourists to China due to global economic crisis. That is why the importance of the study of behavioral characteristics and travel preferences of Russian tourists for the development of China’s inbound tourism with long term significance cannot be underestimated. Factors that influence tourist behavior are at the same time guidelines for the development of tourist products. The purpose of this research is to provide a strategy for the development of China’s tourist products based on a profound analysis of Russian tourists traveling behavior.Research methods mainly include information retrieval and survey. First of all, the information retrieval method is used in this paper to describe Chinese and foreign theoretical framework in science of tourist psychology, science of tourist culture, and science of tourist consumer behavior. Secondly, based on theoretical grounding with information gathered with the help of questionnaires, Russian tourist behavioral characteristics, cultural characteristics, demographic characteristics, and psychological characteristics will be outlined. Third, this paper provides an analysis of factors affecting the behavior of Russian tourists, including ecomonic, socio-cultural factors, geographic factors, political factors as well as aspects of legislative framework. Fourth, based on the study of peculiarities of Russian tourists, their traveling preferences in China are distinguished. Finally, this paper provides a comprehensive analysis of China’s tourist resources. Based on characteristics and preferences of Russian tourists this paper offers a strategy for the development of China’s tourist market.Based on analysis of Russian tourists and their preferences, this paper puts forward proposals as to further development of transportation aspect within tourism sphere, development of service industry aspects, marketing promotion, and developing new tourist destinations. This will promote the development of China’s tourism industry in general as well as attract even more Russian tourists to travel to China.
