The projectis an important carrier ofscience and technologyto promote scientific and technologicalinnovation and technological progress.Performance managementis the core part ofthe science and technology project management,directly determining the success of the implementation ofthe project of science and technology. In recent years, after the successful introduction and development of the theory of project management, so many scholars in China began to apply such theory concept, application method and means into science and technology project performance management. However,thespecific research on performancemanagement mode and method oftechnologyprojects is not enough,especially the study ofperformance managementformilitary high-tech enterprisetechnology projects.Therefore,this paper gives an exploratory study in this aspect. First this paper sorts outthe connotation and the characteristic ofscience and technologyprojects,project management and performancemanagement,science and technologyproject performancemanagementresearch,evaluating the currentscience and technology projectmanagementand related theoretical research.Based on this,this paper analyzes the situation ofJZcompany’sscience and technologyproject categoriesand characteristics ofscientific researchsystem,scientific researchmanagement system,performance. management system, performance incentiving, and analyzes themain problemsexisting in science and technology project performance management,including:organizationalsystem of science and technology project can’t effectively adapt toscience and technology projectcharacteristics; science and technology projectprocess management andthe project performance management are not closely related; the performance management of science and technological project is out of line with the performance management of scientific research personnel. The key factors and main reasons affecting theperformanceof the companyand theproject of science and technology of JZ aregiven.Finally,using thetheory of project management life cycleand key performancemanagement,combined with characteristics of JZ’s project of science and technology such as: plenty of sorts, long cycle,tighttime,multi-projectoperation,cross department, this paper gives the quantitativemultidimensionalperformance managementmodelbased on the whole life cycle of project of science and technology.At first, establish a matrix organizational system on the basis of the existing set of professional technology organization system and set up virtual technology project teamaround the entire life cycle of projects. Second, establish the milestoneskey performance indicators of the project centering on thefull life cycle on thescience and technology project, and build an effective convergencewith technology management and project performance targets of researchers; Third, combining process management with performancemanagement, add the science and technology projectobjectives intoproject performance evaluation,and carry out the concrete implementation to quarterly,quarterly performanceappraisal of thescientific researchstaff, among them the cross department projects based on division of labor the mission statement, establish the interdepartmental allocation of project performance evaluation mechanism to effectively support the critical process technology project objectives; Fourth, establish the final goal ofperformance evaluation mechanism andfeedback mechanism ofscience and technology projects, and implement technology project incentive, to form an effective integration andclosed management between project life cyclemanagement andthe project performancemanagement.
