With the improvement of living standards, seafood becomes the common pursuit of people in the close. Supply should guarantee the increase in demand, thus, more fishermen participate in the marine fishing and aquaculture, technology continues to progress, cause the tension of offshore fishery resources in our country, and the threat of many species endangered. Faced with such serious situation, our country’s fishery management department began to explore the effective measures to protect marine resources, with continuously improving; our government began "Fishing Moratorium "in the Yellow sea, the East China and South China sea in 1995 and 1999. However, policy implementation process is difficult; the biggest obstacle comes from the traditional concept of fishermen. Domestic scholars began to study the policy of moratorium, affirmed its positive role. In a certain extent, it protects the marine fisheries resources and maintains the ecological balance, but there are still many problems. All levels of government policy should be adjusted according to the actual local conditions, increase subsidies for fishermen, help fishermen to survive the fishing moratorium. The purpose of the moratorium system is to protect fishery resources, the main groups are the majority of fishermen. Only found the attitude of policy issues from fishermen can improve the provisions of the policy, play to the maximum extent, ensure the sustainable development of China’s marine environment and resources.In view of this, the paper reference academic research on fishing moratorium in the system, began the fieldwork in fishing village through questionnaires and semi-structured interviews to explore the evaluation for the moratorium of fishermen. Paper is divided into five parts:The first part is an introduction, focuses on the background, content, purpose and significance of this research, and reviews the relevant literature at home and abroad; The second part is the design of paper, includes the methods of data collection, study hypothesis, the survey area and object, questionnaire design and so on, selected three fishing villages as the survey area, randomly selected fishermen to fill in the questionnaires and supplied by the semi-structured interviews, in order to ensure the rigor, comprehensive and scientific of the survey; The third section describes the cognition of fishermen for fishing moratorium, after analyzing the basic situation of fishermen, explore the understanding of the policy, including the enforcement of the cognitive level, rationality and necessity fishing moratorium policy implementation, the enforcement of government. Reasonable investigation includes the specific circumstances of object, area and the relevant provision; The fourth part explores the impact of fishing moratorium in fishermen, fisheries and fishing villages. Fishermen start to set up fish aquaculture and leisure fishery. They get rich, meanwhile, the economy continues to grow, the environment improved;The fifth section summarizes the main findings of the research.Find the problems of fishing moratorium, and put forward suggestions.Only we all effort together to protect marine fisheries resources, can the marine economy developments sustainability.
