The rapid Economic growth in china in recent years, human activities led to the structure and layout of Land Use's greatly changes, which further deepened supply and demand conflict, A new situation need to face and more issues need to solved when carry out Land Use planning under the conflict arise.Under the premise of land resources increasing tension supply, through regulation the structure of Land Use, Optimization the layout of Land Use, Stimulation Saving and intensive of land resource use, growing land resource to economic Support capacity, continuously increase the use efficiency of land resource, Taking the road of sustainable development,that is need to study in our country.Currently, the research focal point of Land Use regulation is the structure of Land Use and optimization layout, that is the Frontier and top issues.In this paper, used the method of combination of theory study and empirical analysis, combination of qualitative study and quantitative analysis, comprehensive analysis and so on. Basic on the related theory and research methods, Analyze the Land Use structure and optimization layout's related concepts, research by the Land Use structure and optimization layout, got a model. And study the DaLi city as the empirical research.include:The first, anlyse the background; The second, elaborate the Land Use structure and optimization layout's concepts and theories; the third, build the model of the land use structure and layout optimization; the fourth, the empirical study(DaLi city as the study area); the fifth, the conclusion and prospect, summarize the research results in this paper and further prospect issues that need to research.Conclusions:(1) Basic on the related concepts and basic theory of the land use structure and layout optimization, build the basis of constructed land use structure and layout optimization model. Supply the tools and instruments of science for the land use structure and layout optimization.(2) Analysis of land use structure introduced Gibbs-Martin diversification index, Weaver-Thomas (Weaver-Tomas) combined factor method, location index, patch density, and separation index and so on, application of these index of quantitative analysis of Land Use, Land Use problems can be found and the potential can be tapped. The empirical studies show that their land use analysis is an effective method.(3) Optimizing of land use structure introduction to the consolidated balance method and linear programming method. The empirical study shows that the structure of land use which had been optimized will bring income about 14.031 billion yuan in 2010 year, will bring income about 29.898 billion yuan in 2020 year, forest cover ratio and land use ratio will have been greatly improved.(4) Optimizing of land use layout introduction to land use zone method. Dali City is divided into five land use zones by optimizing of land use the layout. Base on the analysis in every zone, and put forward the main direction of every district in the future and the main development direction of urban construction land.
