Competing in all kinds of telecommunication services, the three major telecommunication operators pay more and more attention to the group customer market. With the rapid development of group customer business, the original mode of circuit maintenance can’t satisfy the need of China Mobile Group Shanghai Company Limited(Shanghai Mobile). In order to ensure the quality of service for group customer, a special operation support system must be established. The construction project of Shanghai Mobile Circuit Support System for Group Customer(CSSGC) is put forward in this background.Taking CSSGC as object to study, the dissertation researches the project management of CSSGC. The dissertation uses the theories to guide the project, while using the project to test these theories.The dissertation reviews some basic knowledge of project management first. Then, it analyzes three difficulties in this project management: large number of stakeholder in this project; huge uncertainty; difficulty to determine the quality. Then, in order to solve these problems, the dissertation researches the stakeholder management, risk management, and design a set of evaluation system.Researching stakeholders management, the dissertation formulates different strategies for different kinds of stakeholders and develops the strategy for communication with stakeholders by analyzing the demands, benefit, and influence of the stakeholders from different class, basing on Project Management Body Of Knowledge(PMBOK). These two strategies solve the management problem of project stakeholders, and achieve a lot in the project.Researching on risk management, the dissertation performs quantitative risk analysis by using Risk Priority Number(RPN) with CA(Criticality Analysis) method of FMECA(Failure Mode, Effects and Criticality Analysis). According to the characteristics of the project, the dissertation improves the analysis of risk by replacing the factor of Risk Priority Number with Risk Control Difficulty Ranking.To solve the difficulty of monitoring software development, the dissertation uses earned value analysis. According to the particularity of the software industry, the dissertation creatively puts forward to use time cost as the parameter of earned value analysis instead of capital cost, and proves its feasibility. Basing on the result of earned value analysis in this project, the dissertation researches the monitoring of software development.The Risk Priority Number and the Earned Value analysis are useful to the project risk management, and then, plays a key role in the whole project management.Researching of evaluation system, the dissertation puts forward an evaluation system basing on the principles which combines systematicness, subjectiveness and objectiveness. Then, the dissertation evaluates the quality of the system in this project. The result comes out that the system has high quality.Through the research on three important segment in this project, the dissertation puts forward three methods to solve three problems above: response and communication strategy to project stakeholders, risk management using improved Risk Priority Number and Earned Value analysis, and evaluation system based on subjectiveness and objectiveness. These help a lot to project implementation, and are very important references for the similar project of Shanghai mobile in the future.
