As we all know, more and more entrepreneurs expand their business under “Go Global” strategy. As the projects are moving forward, the investing risks are particularly pronounced for overseas construction projects. Since the overseas projects are usually have something in common, which including large investment scale, longer payback period and wide coverage. The risks that overseas project faces are higher than the domestic ones, and the relationships between these risks are complicated. So it has a great reality meaning by recognizing, evaluating and solving risks systematically.For a better solution to financing risks in overseas project, this paper designs a risk management system based on theories like financing risk management. Considering the particularity of overseas project, the system combines fuzzy mathematics and neural network theories. I hope the thesis could offer a useful theory tools and efficient management services to the domestic entrepreneurs who want to expand their overseas business market.This study will conduct research specifically on these aspects:(1)Summarizing the mechanism how the risk arising and regular risk pattern. And generalize the development of risk management system and development bottleneck currently. Analyzing the risks that overseas project faces, which mainly including social political risk, financial risk, legal risk, credit risk, constructing risk and other risks. Then make a deep analyze of these risks.(2)Based on the research work that predecessors did, I choose the evaluation method mainly on fuzzy neural network as a main method as the specialty of the overseas project is considered. A model of risk analysis based on FNN which is given, and financing risk knowledge framework is given as well. There’s a particular introduction about design and implementation process of the every module of the framework.(3)The paper analyses the risks which is existing in a real overseas project to confirm the scientific and effectiveness of this model. At last, the paper provides some risk control measures.
