With the rapidly development of construction in world wide, risk assessment of construction project is always a significant research zone. Facing keen competition, more and more complexity and investment, the separate constructing contract signed by several special constructor for a whole project had not meet to building owner, this make contractors have to supply general contracting service. However, general contracting projects applying fixed contracted price makes constructors have to be confronted with huge risk, so researching into risk management from a contractor point of view is becoming an urgent subject. By employing soft computing, a new approach for risk assessment of general contracting project is presented, in which risk management of general contracting project is separated into two stages, one is risk assessment of bidding decision another is risk integrated management of project implement. A clustering model for mining samples data from completed project to support contractor bidding decision and time-cost-quality-safety integrated optimizing model are set up, and finally insurance system to protect contractor against risk is discussed in view of Chinese construction practice.The main contributions of this paper are as follow:1. From a contractor point of view, the risk assessment of general contracting project in whole life is analyzed in detail, including the origin, occurrence, destroy mechanism, coverage and power of risk, a new idea of dynamically controlling general contracting project risk in whole life is introduced, evaluating methods are presented.2. By means of cluster analysis, the feature data of description completed projects are extracted and a multifactor hybrid scale clustering model based on optimizing objective function is constructed to mining the samples data in order to support bidding decision and rapid estimate price, the practical instance show the validity of the method.3. On the basis of the cluster results, a combined fuzzy neural network to rapidly estimate price of general contracting project is designed, which uses the genetic algorithm to train network, historical data are taken as an example to verify its effective. 4. Orienting maximizing profits of contractor, the risk management during implement of general contracting project is transferred into multi-objective optimization problem, and then the time-cost-quality-safety integrated optimizing model is established, the genetic algorithm of solving the model is put forward with the help of PERT (Program Evaluation and Review Technique) and utility theory. A real project plan proves it's reasonable.5. Since the whole life of general contracting project is full of risk, to insure the project against risk is advised as an important measure, furthermore some measures and insure tactics against risk for contractor are put forward.
