Evaluation On Rural Economic Development Quality And Its Promotion Strategy

Since China’s reform and opening up, China’s economic development has obtained the remarkable result. The economy enhances continuously and people’s living standards gradually improve. But at the same time, the quality of economic development has become an increasingly serious problem, which greatly restricts the long-term economic development and affects continuous improvement of people’s living standards. In recent years, as rural economy and living standards of rural residents has improved a lot, there are also many problems in the process of Hunan Province rural economic development. Therefore, the evaluation of rural economic development quality has great significance in theory and practice.In this essay, the author, on the basis of summarization of the predecessors’ theory and the requirements of the scientific outlook on development, makes a comprehensive elaboration on the connotation of the economic development quality. Also, the author builds a relatively comprehensive index evaluation system for rural economic development quality, and makes objective evaluation of rural economic development quality in Hunan Province by using entropy method. Finally, the essay puts forward pointed and operable policy advice regarding to the economic development quality in Hunan Province.First, this essay reviews the domestic and foreign research present situation of economic development quality, defines the concept of quality of economic development, and expounds the related theory of this study. Second, according to the connotation of quality of economic development, it builds the evaluation index system of rural economic development quality through procedures of audition, screening, improvement, etc. Through the comparative analysis, it determines entropy method as the evaluation method for rural economic development. Third, it selects relevant data of Hunan Province rural economy development in 2005-2012, makes an overall evaluation and comparison of rural economic development quality in different regions of Hunan Province, and analyzes the elements that influence rural economic development quality in Hunan Province. According to the results of empirical analysis, the author proposes that we should improve the application of rural science and technology, enhance the support of underdeveloped regions, give full play to regional advantages, improve the rural economy development, and achieve better and faster development of rural economy.The results show that :(1)Hunan Province rural economic growth, economi c sustainability and economic share have increasing impact on the quality of economic development. However, the economic efficiency and economic struct ure exert smaller impact on the quality of economic development. Judging fro m specific indicators, resources and environment quality and residents’ living standard play a more and more important role in economic development.(2) I n recent years, the quality of rural economic development in Hunan province experienced the first drop after the rise of the development process.(3) Rural Economic Development in Hunan Province exist large regional disparities, Rur al Development quality of Changsha,Zhuzhou,and,Xiangtan Metropolitan Area Rural Development quality is generally higher than other metropolitan areas.This article, on the basis of previous research, improves the economic development quality index system. And in combination with the practical situation of Hunan Province rural economy, it constructs the index system that is in accordance with rural economic development quality. It also makes an overall and regional evaluation of rural economic development quality by using the entropy method, realizing the innovation of the research content and method to a certain extent.
