The main current survey and design companies rely on workers’ human capital, it is a high-tech creator and carrier and it is the most important strategic resources of the company. At present the various survey and design company on the talents of the battle is very fierce, so the company management must be to strengthen internal management, improve corporate performance and incentive mechanism as an opportunity, to attract and retain more talents. On the one hand should analyze the external situation, industry competition homogenization, increasingly white hot market competition requires companies gradually transferred to the effective management, to service to benefit; on the other hand, the research starts from the internal soft power, in order to improve the performance management mode to promote efficiency, soft power to implement internal mechanism reform, equity incentive, tamp enterprise performance management, these changes require adjustment and optimization performance index at any time. Based on a survey and design class of state-owned enterprises---S company for example, discusses its in order to adapt to market development and changes constantly expanding, extending its business areas, the profound changes the strategy of enterprises, it is found that the original performance incentive effects occurred passivation problem in the development process, enhance the management and continuously explore to the enterprise strategy oriented performance management optimization and reform, reform and the pursuit of excellence performance and self perfecting process. In this paper, the exploration and the research is divided into six parts for discussion.This paper firstly describes the background and significance of the research, put forward the main content and research method, explains the theory mentioned in the paper, and then introduces the basic situation and the development process of S company, through the PEST analysis, Potter five force analysis, SWOT analysis and other strategic objectives, the quoted after the adjustment of the organizational structure. Through interviews, questionnaire, data collection and other methods to investigate the basic situation of human resources and the current situation of performance management of S company, analyzes the existing four stage S company performance management process problems, and aimed at these questions to propose optimization program one by one. Mainly introduces the optimization of key performance indicators, key events recorded the supplementary application and stock ownership incentive optimization specific implementation plan. Finally, the author made possible problems and some reflections on the summary and proposed the optimization study after.
