With global economy developing rapidly, the new economy is getting more active than ever before. In China, along with the international tide, and under the background of the government’s strong supporting and guidance, e-commerce to stimulate economic development play its role. Regardless of the number of Internet users and distribution, e-commerce has replaced the traditional business. The progress of technology has brought about a new revolution for e-commerce.With the same industry operators and domestic advanced electricity supplier ratio, Hubei mobile in the network construction, user quantity, the brand, the propaganda and so on has the superiority variously, simultaneously to develop the e-commerce has not clear localization, the electronic channel excavation is simple, the platform excessively are many and so on the aspects to have the inferiority, To achieve the new transformation of e-commerce, we should seize the domestic e-commerce matures, the increasingly active payment areas, cut into the transformation of e-commerce. At the same time, need to avoid national control and competition risks.Based on the use of SWOT analysis tools in the study of the macro environment, strength and weakness, opportunity, threat, draw relevant conclusions, including the overall strategy of the development of e-commerce and the implementation strategy of Hubei mobile. The overall strategy and implementation is the main contribution.Which Hubei mobile e-commerce development goals, is in the current development of the primary stage, increasing the development of e-commerce operators internet strategy transformation, from the traditional voice management to the Internet business transformation, determining the leading position of e-commerce in the three major operators, and with the domestic advanced electricity suppliers to narrow the gap, and answering to impact.Positioning should be located in the communications business and product features, and gradually develop the comprehensive electricity supplier, a diversified development of electricity supplier. The route is divided into the primary stage to develop basic communication business and product, and lay a solid foundation for e-commerce. In the intermediate stage of development, relating business and products, customer service oriented enterprises, in the advanced stage of development, integrating multi- electric business. At the same time must pay attention to the development of mobile terminal e-commerce.And must use advantages such as financial, enhance cross-border capabilities, integrate platform, focus on the development of mobile e-commerce. According to the theory discussed mobile operator model, Internet business model, banking model, platform integrator model, Hubei Mobile alone to take a model does not work, and should be combined with bank to develop the new road.Hubei mobile e-commerce development overall strategy implementation are discussed. Mainly includes the rich products, business for the electronic realization; how to integrate the platform; how to increase the promotion of mobile phone payment; how to improve the logistics alliance; how the same bank mobile e-commerce development; how to ensure the implementation of professional management of e-commerce.
