Port construction charges is one of the government funds, which has been collected since 1986 with the main purpose of enhancing the port construction and broadening the shipping capacity so as to adapt to the fast developing state economy. Since collected, the port construction charge has been providing the development of the waterway transportation with efficient financial support. However, with the development of the society, the conflicts between the fee system and the economic development of waterway transportation are enhancing gradually. The difficulties in the process of fee collection and management are increasing and turning more and more obvious. There are both efforts and shortage in the reform of the system, and it is time to further reform it.As the leading port in China, the research of the collection for port construction charges in Shanghai Port has a certain representative for the whole China. This article takes Shanghai Port for an example, analyzing the necessity of the further reform, discussing the methods, and investigating the conditions and difficulties, which may provide some suggestions for the countrywide further reform of the system.
