The Study On The Mode Of Rural Labor Transfer In Three State Of Southern Xinjiang Under The Background Of New Urbanization

With the rapid development of city urbanization, transfer of rural labor force is an inevitable phenomenon of social and economic development, but also an important force to promote economic development. China has a huge rural labor force, which has become the bottleneck of frequent difficulty and problem restricting China’s economic development, social progress, the problem of city. Farmers’ income has a profound impact on survival, quality of life, social stability, farmer’s new urbanization development and the comprehensive construction well-off society goal can be achieved. In recent years in three cities of southern Xinjiang in response to the state and the autonomous region’s call, governments at all levels actively the development of public administration and public services, to guide the rural labor transfer to the mainland of developed area, to the two or three industry, to help farmers out of poverty to increase income, the comprehensive construction of three regions in the south of Xinjiang.This paper is in the three counties of Southern new urbanization development background, with the transfer of rural labor as the research object, first elaborated the transfer of major developed countries- Britain, American, Japan’s labor model, then to our country existing labor transfer mode of total node, combined with the natural,economic, new town in the south of Xinjiang the three regions of the development status, analysis and local labor transfer background, status, characteristics, current transfer mode, that the industrial structure, restriction of three southern states of traffic capacity, labor’s comprehensive quality, language, religious belief, the household registration and land system system obstacles are the factors restricting the rural labor force three area state transfer.
