The Role Of Goal Incongruence, Information Sharing Behavior Of Emergency Partnership

At present, China is in a special historical period of economic transition and social transformation, public safety and security conditions weak social infrastructure, strengthening public security management, prevention and reduce the incidence of all kinds of unexpected disasters, major production safety accidents and other incidents, maintain social stability and security of the people has become a strategic task need to be solved. Although China has gradually established a national, provincial, city and county "four in one" emergency system, and have achieved certain results in the emergency rescue work, but the construction of emergency rescue system of our country is still in the initial stage, there are many problems. The basic demand of emergency disposal activities is the multi agent collaboration, is cross organizational activities involving the organization, including all levels of government, medical institutions, public services, professional team, emergency volunteer organization etc.. How to improve the cross organizational goal difference with the cooperation relationship? This study will explore the influence mechanism has the goal difference of Inter-organizational cooperation between the organization of emergency, provide the basis for the theoretical research and practice in the field of emergency.Based on the relevant research of this research in summarizes the predecessor to goal incongruence between organizational and emergency partnership, through the grounded theory in-depth interviews and brainstorming method developed important variables affect goal incongruence and emergency partnership information sharing behavior measuring scale, and then the information sharing behavior as a intermediary variable as the task uncertainty, construct a theoretical model of relationship between goal incongruence and emergency partnership. Collecting data by questionnaire, and used reliability and validity analysis, the exploratory factor analysis, confirmatory factor analysis, regression analysis and other methods of the research and development of the scale and the established model is verified, intermediary effect finally on the information sharing and task uncertainty of moderating effect verification.The results of the study show that, social validation and target confirmed the two dimensions is the key mediating variable goal incongruence and emergency partnership. goal incongruence can be confirmed by society and target confirmed negative effect on emergency partnership; task uncertainty has no significant effect on the relationship between goal incongruence and social validation, but on the relationship between goal incongruence and target confirmed the existence of significant negative impact. Based on these conclusions, some suggestions are proposed in this study for the construction of emergency rescue system of our country.
