Study On Selecting The Industy Development Path Based On The Xin Jiang Region Of SAM

This paper studies the path of Xinjiang Industrial Structure Adjustment using the SAM model based on the general equilibrium theory and national economic accounting theory. The main conclusions are as follows:(1) The analysis of the multiplier results of the industrial structure in Xinjiang SAM shows that transportation equipment manufacturing, agriculture, forestry, animal husbandry and fishery, food manufacturing and tobacco processing industry, wood processing and furniture manufacturing rank the top positions in Xinjiang, which indicates these industries in Xinjiang have a great impact in production activities, job opportunities and the adjustment of income redistribution. Therefore, these industries can promote the level of economic development of the Xinjiang region.(2) The comprehensive comparison of the decomposition of SAM multiplier and IO multiplier indicates that the development of Xinjiang is still based on resource-intensive and workforce, which shows Xinjiang region is still in the primary stage of industrialization.(3) The analysis of the structure path of the Xinjiang region SAM industry sectors shows food manufacturing and tobacco processing industry have close relationship with animal husbandry and fishery industry, accommodation and catering industry, chemical industry, and the information is communicated by direct path. The transport and warehousing industry play a very important role, not only closely linked with the agriculture, forestry, animal husbandry and fishery sectors, but also promoting the development of various industrial sectors through the nodes conduction. The petroleum and natural gas industry have a deep influence on the chemical industry and the transportation equipment manufacturing industry, and the influence is mainly conducted through the direct path. But the petroleum and natural gas industry have little influence on the textile, leather, feather product sectors, though the influence is conducted by textile node and a high proportion of conduction path exists.(4) The production accounts have deeper influence on the capital than the labor force. The oil and natural gas industry have the biggest influence on the capital. The food manufacturing industry and the tobacco processing industry have great proportion in conduction, and have the greatest driven-effect on capital element.(5) The output of the exogenous factors(such as government subsidies, etc.) on urban residents is higher than that on rural residents. When the exogenous factors are put on urban residents account, it will increase the total output of these types of industry sectors.Based on the results, this paper puts forward several suggestions on the adjust of the Xinjiang industry:(1) developing agricultural specialty industries in Xinjiang region greatly;(2) accelerating the new-type industrialization;(3) developing the third industry;(4) strengthening the construction of capital markets in the Xinjiang region;(5) the rational allocation of income in Xinjiang.
