Study On The Value Of Cultivated Land In Urumqi

Along with the speed-up of urbanization, a large amount of cultivated land is expropriated for construction. This is why the food production is limited, the food security is hard to be ensured. Contemporarily, recompensation for land expropriation is too low to meet the farmers'interest requirements, which leads to the increase of social unstable factors. However, only with a correct understanding and calculating on the value of the cultivated land resource , the above problems can be resolved.Based on citing a large amount of literatures home and abroad, and in accordance with the actual situation, in this paper, first of all, the value of cultivated land resource of Urumqi is theoretically analyzed, including the theoretical foundation and connotation of cultivated land resource value. Thereby, the formation of cultivated land value is defined. The assessment frame system of cultivated land value is preliminarily put forward. Then principle and process of the assessment methods of cultivated land resource values, such as method of income capitalization, method of substitution and contingent valuation method, are studied. Based on this, taking Urumqi for example, the economic output value, the social security value, the non-market value as well as the total value of cultivated land resource are calculated. The result is that the social security value and the non-market value take a certain proportion in the total value of cultivated land resource of Urumqi. The assessment result is that the other values of cultivated land resource are neglected in the past procession of cultivated land expropriation. That is why the price of cultivated land expropriation is seriously low. This is both a deprivation of farmers'interest and a kind of low compensation utilization of cultivated land resource. With regards to this, in addition to the economic output value, the other values should be recognized and reflected in land trade. At last, the research is summarized. And some of the problems are discussed.
