The Transfer Risk Of Farmland And Prevention Mechanism Research Of Songyuan City Of JILIN Province

Since the beginning of the 21 st century, farmers’ interests face a violation caused by the administrative power and commercial interests which happens sometimes with the acceleration of industrialization and urbanization, mass disturbances arising from land also emerge in an endless stream. How to protect the interests of the broad masses of farmers’ land on the premise of expanding domestic demand and renewable sustainable development has been one of the major issues currently. Ensuring the legitimate rights and interests of the farmers are not violated in the land transfer process, reducing the probability of occurrence of group events, and maintaining social stability has been an important functions of the government’s public management as well as the public service. Based on this, this thesis takes the land transfers of the Songyuan City, Jilin Province for example and puts forward my own opinions and proposals on the solvation of the land circulation problem starting from the risks and prevention mechanisms。Based on the investigation of the land transfers of the Songyuan City, Jilin Province, this thesis analyzes the state of the land transfers of the Songyuan City, the risk performance of the land transfers, causes of the risk, and the risk prevention mechanism via the method of comparative analysis, the main research contents include six sections.The first part is introduction. This paper briefly introduced this article research background, research purpose and significance, concept definition, literature review, research content, research methods and technical route; the second part is based on the current situation of Jilin Province, the rural land transfer on the basis of the analysis of Jilin province rural land circulation, risk analysis. Including risk identification, risk factors analysis of rural land circulation division, farmland transfer of exogenous and endogenous risk factors in Jilin Province, the circulation of farmland; the third part is the analysis of Jilin province rural land transfer risk causes. Carries on the analysis from the aspects of the concept of risk management, risk management system, risk management organization; the fourth part is the analysis of Jilin Province agricultural risk prevention mechanism. Risk identification and risk early warning, information communication mechanism, partition mechanism, risk liability risk management organization mechanism are analyzed; the last is the conclusion and policy suggestions.
