Rural land transfer Rural land circulation is the separation of land management right and contract right,it's also an important means to realize the large-scale,intensification and modernization of agricultural production,an important prerequisite for the construction of modern agriculture,and the basic direction of reform in rural areas.As China's urbanization process continues to advance,a large number of rural labor force migrates to cities,which further stimulates the demand for rural contracted land.However,while solving the problems of land utilization and labor transfer,rural land transfer is accompanied by many risks,which may pose a threat to stakeholders.Land is the foundation of the peasants and the source of income.Once the risk points in the land circulation break out,it will infringe the interests of the peasants and combat the enthusiasm and initiative of the peasants to participate in the land transfer.Therefore,it is necessary to analyze the market supply and demand mechanism of land circulation,the risk factors for controlling land circulation,and then ensure the healthy development of land transfer.This paper systematically sorts out the related concepts and basic theories of land transfer,and at the same time makes an in-depth analysis of the market supply and demand mechanism of land transfer and the risk factors of land transfer;in order to more vividly and intuitively display the risk factors of land transfer,etc.Content,this paper also selects typical case-assisted analysis;based on theoretical analysis and case analysis,it carefully explores the risk points of land transfer,and then proposes measures for land circulation risk prevention and control.Based on this,this paper takes the exploration of preventing and controlling preventions of land transfer as the research purpose,studies the market supply and demand mechanism and risk factors of land circulation,and selects typical cases for analysis,shooting the arrow at the target,which has important theoretical and practical significance.This paper starts the argumentation by the following ideas.Firstly,it analyzes the risk factors in land transfer and reveals the inherent reasons and mechanisms of land transfer risk.Secondly,it divides the farmers into full-time farmers who rely entirely on agricultural production and work in cities and at the same time The part-time farmers,general farmers and large farming households make the analysis more detailed and the analysis is more targeted;then,based on the case study of land transfer risk control in A town of Sichuan Province,the contract risk and management risk existing in the land transfer,policy risk and rent-seeking risk were analyzed,and the reasons for the risk factors were analyzed in depth,and the case inspiration was summarized.Finally,based on theoretical analysis and case summary,this paper from the system construction of land circulation,market construction,the government's functions and social security put forward the policy recommendations for the prevention and control of farmland circulation risks,which are highly targeted and widely meaningful.
