The Transfer Risk Of Farmland And Prevention Mechanism Research Of Guangdong Province

With the rapid development of social economy and the process of urbanization,agricultural land transfer has become the key to rural society in our country gradually,which is an important way to realize the scale management of agricultural land and agricultural modernization.However,due to the non-standard phenomenon still exists in agricultural land transfer system,such as excessive intervention from government,lacking of relevant service organizations,and the rural supplementary facilities are not perfect,and so on.Those problems result in much urgent risk in the process of agricultural land transfer.How to work out risk prevention strategies and guarantee the smooth progress of farmland transfer has become a major issue.There were lots of research results about connotations and types as well as evade measures of agricultural land transfer.However,there still lack knowledge of formation mechanism of the risk which hinder the construction of the risk prevention system in a certain extent.Based on this analysis,this paper takes principal-agent theory,behavior decision-making theory,contract theory and risk management theory as tools to sort out the risks faced by the transfer,the transferee and government,such as right damaged,social security loss and employment risk of the transfer,food security risk,social stability risk,contract risk,scale management risk,natural disaster risk and ecological environment risk.On this basis,the risk assessment index system of agricultural land transfer is constructed.Guangdong Province is taken as an example to assess the risk of agricultural transfer.The results are as follows: Frist,the result of mechanism sorting out is to find out the reasons of risk formation.One of the reasons is the village happening to moral demoralization,and one is the channels of transfers' rights and interests appealing blocked,and another is the disputation of transfer can not be resolved efficiently.Besides,the rate of signing contract is too low and the agricultural insurance is not perfect.What's more,the individual rationality of the transfer is also the reason of risk.Second,these indexes has high weight in assessment,such as,the rate of land transfer in pooling model,area of natural hazards and disputation of land transfer.The weight of assessment index are used in risk prevention which are benefit to sort out the major and the secondary.Thirdly,the risk level of agricultural land transfer is high in Guangdong Province.The risk level of Pearl River Delta and East are higher than Western and Northern.The major risk is the rights and interests of the transfer being damaged,contract risk,employment risk and scale management and so on.Furthermore,the un-grain rate is high among all cities,which has significant influence on food safety of Guangdong.Meanwhile,the level of risk are obvious different among cities.That is to say,it is wise to carry out differential strategy for risk prevention.At the same time,paying attention to the dynamic change of risk is also an efficient measure to risk prevention.
