The U.N. climate conference in 2014 pointed out that the current carbon emission had reached an unprecedented level. There is no doubt that the future climate system will become warming, and many natural systems are going to be seriously affected by regional climate change. Energy conservation and emissions reduction has apparently become the world’s common concern. The traditional vehicle emissions such as carbon oxides, sulfur oxides, nitrogen oxides and leady compounds are the main source of PM2.5 and bring serious harm to the ecological environment. Therefore, the development of new energy vehicles is not only a strategic emerging industries of auto industry in our country, also can gradually change the energy structure to solve the energy crisis. In order to promote the further development of new energy auto industry, it is necessary to analyze why the auto manufacture enterprises are inclined to save energy and reduce emissions from the perspective of the interest-related subjects, and how such willingness survives through the natural selection? Fundamentally solve the key problems of sustainable development, and achieve the "win-win" of our country’s economic and social benefits.This research focuses on auto enterprise to discuss whether they would devote to investing emission reduction technology. Then it discussed the main stakeholders through the modern economics and management. Due to the uncertainty of market information, the game model of enterprise investment and government policies is constructed in the framework of grey theory. By solving the model, the evolution path of auto group for energy saving and emission reduction has been obtained. And the Matlab simulation analysis figures out that the adaptability of various policy effect under different environment as well as the optimal reduction policies, and come to a conclusion with the strategy for auto enterprises, government, consumers.It is found that auto enterprises and government departments is the main subjects in the process of grey evolutionary game, and consumers from the market angle affect the attitudes for the energy saving and emission reduction. At the same time, through the grey evolution game chain, the system can converge to two modes: the ideal model of(P, S) in which auto enterprises will be engaged in new energy technology R&D and the poor model of(N, T) in which auto enterprises may choose negative input. The poor model is not conducive to the sustainable development of enterprise itself, the auto industry and even the entire social welfare. The Matlab simulation analysis indicates that the equilibrium strategies of the evolution path is different under the different initial proportions, and also the convergence speed is not the same; the trade-off of government between incentive subsidies and carbon tax also have different effects on the evolution path of the technology investment to energy saving and emission reduction.Finally, according to the research model, the strategies and suggestions for energy conservation and emissions reduction has been put forward respectively from the technical reduction, policy reduction and market reduction for auto enterprises in our country. It may be helpful to the further improvement and perfection with the analysis of the still exist deficiencies and future research direction.
