Study On The Designation Of Permanent Basic Farmland Based On GIS In Ruian

Cultivated land is the important basis for human production and life. With the development of social economy, the contradiction between development and protection has become more and more prominent. The expansion of the scale of construction land has led to the gradual reduction of arable land resources and the decrease of per capita arable land. Although the amount of cultivated land can be basically balanced by means of supplementary cultivated land, the quality of cultivated land is decreasing, which will pose a serious threat to food production and safety. Therefore, this study will start from the protection of arable land, according to the requirements of the policy documents and scientific methods, such as the delineation of permanent basic farmland, the realization of the basic scientific delineation and strict protection of basic farmland.This study took Ruian city of Zhejiang Province as the study area, and took all the cultivated land in Ruian city as the research object. On the basis of analyzing the present situation of cultivated land and basic farmland, 9 indexes were selected from two aspects of cultivated land quality and site condition, and the basic farmland evaluation index system was constructed. The weights of each index were determined by analytic hierarchy process (AHP), and the results were obtained by TOPSIS approximation to ideal value ranking. The results show that:(1) the delineation of permanent basic farmland. In the GIS environment, mainly relying on the ArcGIS10.1 platform, using the buffer analysis and correlation analysis method of single factor evaluation and comprehensive analysis of the evaluation index, the evaluation units were selected to obtain Ruian permanent Basic Farmland Planning results. Ruian permanent basic farmland demarcated area of 456019.97 acres,reaching the task of the amount of 456 thousand acres.(2) Evaluation of the results of permanent basic farmland delimitation. Based on the present situation of permanent basic farmland in Ruian City, the results were compared and analyzed. First of all, the results from the quantity, quality and distribution of basic farmland were analyzed and evaluated; second, the delineation of basic farmland status achievements and basic farmland in the database were compared in terms of quantity, quality and distribution,to analyze the designation of science and rationality.(3) Countermeasures and suggestions. According to the actual situation of Ruian,some countermeasures and suggestions were put forward from three aspects of quantity, quality and distribution of permanent basic farmland.
