The central government have made a series of real estate macro-control policies to stabilize prices and eliminate unhealthy phenomenon in the real estate market. Thus, the behaviors of local governments as policy implementers are very critical in the development of real estate market. There are two different opinions about the local government behaviors in Chinese real estate market. Therefore, whether local governments implement central policy positively or negatively in the real estate market? what is the logic of local governments behavior? What factors affect the logic of local governments behavior in the real estate market?Chinese fiscal federalism and decentralization authoritarianism provide two theory explanations for Chinese local government behaviors. In the framework of Chinese fiscal federalism, local governments have autonomy and pursuit of maximizing GDP and fiscal revenues,so they are keen to implement policies which can maximize GDP and fiscal revenues. In the framework of decentralization authoritarianism, local governments are controlled actors and seek to avoid the risk of accountability, so they often follow the central policies. The real estate market is not only related to economic development, but also concerns to social equity and stability closely. Therefore, it can be concluded that Xiamen government is likely to implement the central real estate macro-control policies positively or negatively in the real estate market development.By examining Xiamen government behaviors in the real estate market development from 2003 to 2014, it can be found that the logic of Xiamen government behaviors in the real estate market follows contingency rather than autonomy logic or controlled logic. Their behaviors change depending on the central policies and the development of Xiamen real estate market. There are some reasons for contingency behaviors. Government performance appraisal and political championship create the motivation for contingency behavior. Some problems in government accountability systems and information transmission mechanism between the central government and local government create contingency space.There are some aspects for improving Xiamen government behavior in the real estate market development. The adjustments to GDP as the center of the performance appraisal system; Keeping supervision subjects are independent and pluralistic; The establishment of high-quality government websites; Trying to choose policy tools that are not implemented by local government as possible.
