Land is the most fundamental production factor of agriculture,the most fundamental living resource of farmer and the most valuable development capital of rural area.The land system in our country has provided powerful guarantee for the rapid development of urbanization and industrialization,however,with the development of social economy,the conflict between the system and the socialist market economy becomes increasingly obvious,especially the unequal status and income distribution between the urban and rural land.The 19th National Congress of the Communist Party has clearly put forward the implementation of the rural revitalization strategy,aimed at balancing development between the urban and the rural area,in fact,the land problem is the key point to realize the objective.based on these facts,a new round of land system reform has regarded the collective commercial construction land entering the market as one of the contents of "the three pieces of land "pilot reforms,aimed at establishing a unified urban and rural construction land market and making rural collective commercial construction land entering the market enjoying the same chance,the same right,the same price together with state-owned construction land.This study selected the national pioneer of land system reform:Zezhou County in Shanxi Province as study area.Based on the theory of institutional change,urban and rural areas as a whole,the land property rights and Marx land price,this study summarizes the research dynamic of rural collective construction land by consulting much literature,then,systematically analysis the current situation of collective commercial construction land entering the market in Zezhou County through long-term field tracking investigation,making its effects and risks clear,and then,reference the typical experiences in other areas by using comparative analysis method,thus,put forward the four suggestions in order to promote the practice of collective commercial construction land entering the market.The former survey shows that the reform practices in Zezhou County centered on making rural collective commercial construction land and state-owned construction land realize the aim of "the same land","the same right","the same price" and "the same responsibility"have achieved remarkable effects.(1)promoting the establishment of a unified construction land market for urban and rural areas;(2)protecting cultivated land resources effectively and alleviating the pressure of construction occupation;(3)protecting farmers' land rights and increasing farmers' income;(4)reducing enterprise costs and accelerating industrial agglomeration.But there are also some potential problems and risks:the ambiguous definition of collective commercial construction land may cause the phenomenon of "sideline ball";The complex land rights relationship may hinder the marketization of agricultural land;the obvious limitations in the location selection may limit regional cooperation;the "one-size-fits-all" of benefits distribution may discourage the enthusiasm of collective members and inhibit the reform results.To perfect the pilot practice in Zezhou County,this study reference the typical experiences from other national pilot areas on confirming the main market subjects and its organizational forms,improving the trading rules and service supervision,formulating allocation of land value-added incomes.The comprehensive analysis shows that we need strict plan and use control to strengthen the scale of entering the market,we need to clarify the ownership of land rights,so as to safeguarding the legitimate rights and interests of all parties,we need to strengthen the regional coordination and improve the land market trading mechanism,we should make decisions accordingly to explore a balanced mechanism of benefits distribution.
