The land system is China's basic system.Since the founding of People's Republic of China,it has played a key role in the development of economy and society.At present,China's state-owned land market is developing very rapidly,and the operating system is gradually improving.However,the rural collective land market is slow to develop due to the long-term restrictions of national policies and regulations.The huge development gap hinders the optimal allocation and efficient use of land resources.The government attaches great importance to this.In recent years,restrictions on the entry of rural collective management construction land into the market in collective land have gradually loosened,and some regions have been encouraged to carry out pilot projects in the market.The exploration of this work will deepen the reform and release rural land in the future.The collective land dividend is of great significance,which in turn provides the impetus for the sustainable development of China's economy.The article takes the situation of rural collective management construction land entering the market in Jizhou District of Tianjin as the research object,and carries out research on the practical results,existing problems and development suggestions in the region,aiming to provide some reference for the future market entry work of Jizhou District and provide some reference for the exploration of the market in other pilot areas across the country.Firstly,the paper sorts out the relevant literatures on rural collective management construction land use,summarizes relevant research at home and abroad,takes the urban-rural integration theory and the theory of land property rights as the theoretical guidance under the premise of clearly defining the basic concepts,to ensure the research scientific.Secondly,analysis of the background of entering the market,and the case of Jizhou District is taken as a case to summarize the practice and effect of the rural collective management construction land use in Jizhou District,and find out that the current market demand for rural collective management construction land is insufficient,and the supply of rural collective management construction land is not fluency,the rural collective management construction land market is relatively chaotic,and the land value-added income has unreasonable distribution.After analyzing the causes of the obstacles encountered in practice,the following suggestions are proposed:"the same place and the same price",ensure the smooth supply of rural collective management construction land,thoroughly clean up the market chaos,and promote the rational distribution of land appreciation income.The article's research on the work of entering the market in Jizhou District enriches the research area of rural collective management construction land,and combines rural collective management construction land into the market,rural housing system reform and land acquisition system reform when discussing practice and effectiveness,which demonstrates the actual effects of the three pilots.
