Agricultural Industrialization is not only the necessary way to develop the modern agriculture but also the realistic choice to solve current deep-seated contradictions of restriction of development of agriculture and rural economic. The level of development of leading enterprises fundamentally affects the overall effectiveness of agricultural industrialization. The development of leading enterprises of agricultural industrialization started late in Gansu, but they have basically covered Gansu’s featured advantageous industries, showing a trend of rapid development. However, due to various restriction factors, the development level of leading enterprises in Gansu are below the average level in both absolute and relative amount of the country. Therefore, accelerating the development of the leading enterprises and reducing regional disparities in Gansu has been a highly concerned problem with great efforts.The study explored the issue of the development of agricultural industrialization leading enterprise of Gansu Province during July to September in 2013 by issuing questionnaire. The sample covered 10 cities, including Baiyin, Dingxi, Lanzhou, Qingyang, Pingliang, Wuwei, Zhangye, Jinchang, Linxia and Jiayuguan City. We recovered 358 valid questionnaires totally.The result showed that promoting e ffect of leading enterprises has been initially apparented, especially in the support of new agricultural technology promotion plays an important role; 67.07% of the leading enterprises’ product mainly sales to the domestic market; 64.51% logistics facilities of corporates can meet the basic needs of daily business: facilities of Lanzhou, Jiayuguan, Wuwei, Zhangye logistics can meet a higher degree; The 60% of the national enterprises and the 55.86% of the provincial enterprises have been formulated the brand developing strategy. However, comparatively speaking, the leading enterprises’ proportions are lower in the prefecture-level cities. 88.27% of the leading enterprises still have the problem in lacking of capital, which is mainly centered on the seasonal acquisitions and the investment of fixed assets of agricultural products. There are some problems during the development of leading enterprise, including: small business scale, a low profitability, lacking of ability that makes the business a limited investment spending in basic research, and a weak capacity of independent research and development. There are only 28.49% of the enterprises own the core technology of independent intellectual property rights. Meanwhile, the low cultural quality of many entrepreneurs makes them despise managers and technology professionals. Enterprises who still haven’t formulate a complete and integrated structure about incentive system and preventing of the brain drain account for more than half, which resulting in a serious lack of technical backbone in 52.97% of the enterprises. Although 60.34% of the leading companies have create brand awareness, but the benefit is relatively low. 57.51% of the enterprises were only founded regional brands, lacking the brands that can deeply influence in both domestic and international market. Many enterprises’ cooperation are superficial with farmers, trade relations are loose, plus 60,61% of the enterprises are failed in achieving the collaboration through supply chain and up-downstream enterprises by e-commerce model, which affecting the extension of the whole industry chain and product upgrades, also, making the development of products and marketing capabilities weak.The paper analyze the management performance from different angles with B2 C method. It shows that only 10 companies are both effective in the scale and effective in the technology, which means the comprehensive efficiency value equals 1, in the 211 sample companies. While most enterprises production and management has not reached the best balance state, there is a certain room be adjusted. Among them, the technical efficiency of the national leading enterprises are relatively higher than the provincial and regional leading enterprise, and problems of small-scale regional leading enterprises are more obvious. The efficiency of Jiayuguan and Baiyin are relatively higher than other regions. The comprehensive efficiency value of cotton, herbs, grain, vegetables as well as meat and poultry processing enterprises are relatively high. While fruit, fish and other types of enterprises are relatively low, particularly in the fish processing business efficiency is lower. It also can be concluded that the enterprise established before 2010 between which the three mean value of efficiency are not that much more. However, it is significantly higher t han the enterprises which established after 2010.Through quantitative and qualitative analysis, it can be learned that the constraints are: low level of their own business, lacking of necessary development capital, Current incentives imperfect, The concentration of agricultural areas is not good and rural investment environment is not optimal, Downward pressure on overall economic growth, corporate finance environment is not ideal, as well as policy support and funding assistance is difficult to form an effect of polymerization.According to the problems and constraints of development of leading enterprise, several recommendations are proposed. First, C ultivate the new subjects of agricultural management, support the enterprise to do strongly; Second, promotion of rural financial system reform, widening financing channels for enterprises; Third, strengthen talents construction of science and technology, accelerating the pace of enterprises’ technological innovation; Fourth, increasing infrastructure construction in rural areas; And last, creating a good environment, promote the outward-looking development of leading enterprises.
