Coal Resource-based Cities In Heilongjiang Province Alternative Industries Selection

Resource-based cities are those which leading industry are resource development and utilization, and those cities are serious dependence on resources. Coal resource-based cities are a typical category of resource-based cities.. Heilongjiang province as a veritable resource province, the most cities in the province have been listed as the resource-based cities by the state, including four coal cities. These resource-based cities have made great contributions to the country’s economic development, and aslo promote economic and social development in the region.However, they also bring a lot of series of negative effects, such as ecological damage,and increased unemployment. At present, most of the coal resources-based cities in Heilongjiang province have entered the stage of mid-late exploitation of resources, and the problems such as economic decline, ecological degradation and other issues are getting worse and worse. In order to solve these problems and achieve sustainable development of coal resource-based cities, the development of alternative industries becomes the most effective strategy.According to the analysis of the present research of the choice of alternative industries in the coal resource-based cites, this paper summarized the deifnition of coal resource-based cites, and analysed the evolution regulary based on the characteristic of coal resource-based cites, and then proposed that the coal resource-based cities should adopt development of alternative industries for industrial restructuring to achieve sustainable development. Through SWOT analysis, it will provide the reality basis for structuring the system of alternative industries in the coal resource-based cities in Heilongjiang. Then, we can choose to quantitative evaluation index of alternative industries by taking factor analysis. Through quantifying factor analysis for the typical coal resource-based cities of Hegang, Heilongjiang province, it will help to choose the appropriate alternative industries in Hegang city based on combined scores of the city’s actual situation, and then, propose some feasible policy suggestios for the development of coal resource-based cites in Heilongjiang.
