Since the founding of New China, mining town have made outstanding contributions for the country's economic growth, social stability and improving people's living standards. But as time went on, a number of mining city, which resources have gradually been reduced or even exhausted, was emerged. Heilongjiang Province is an important mining town of our country, its mining cities are facing diminishing and even depletion of coal resources. Therefore, it is key for mining city of Heilongjiang Province to transform and select suitable alternative industries.In this paper, in view of the industrial competitiveness, exploring the path of developing alternative industries and enhancing the competitiveness for mining city of Heilongjiang Province. In analysis of the main problems which the four major mining cities are facing, use location analysis, deviation-share method to analyze the competitiveness of the four mining cities. In summing up the advantages and disadvantages of mining cities. Under the guidance of the government's macro-to, the mining cities of Heilongjiang Province should coordinate the development of three industries and establish coal-based, deep processing of agricultural products, in order to enhance the sustainable development of the four major mining cities and the ability of city competitiveness.
