Research On The Resource-based Cities Develop Alternative Industries

Chinese resource-based cities have emerged along with industrialization,and have made important contributions in promoting urbanization and supply of basic raw materials.However,with the gradual depletion of resources,the industrial structure of resource-exhausted cities is single,the environment is deteriorating,and the problems of continued industrial development are beginning to emerge,and at the same time seriously restricting the sustainable development of cities.At present,the problems in resource-based cities are quite serious.According to the statistics of the National Resource-Based Cities Sustainable Development Plan(2013-2020)issued by the State Council in 2013,China has 262 resource-based cities.The leading resource industries in many of these cities have begun to enter the middle and late stages.Therefore,supporting resource-based cities to develop and alternative industries is not only related to whether the regional economy as a whole can achieve dynamic transformation,but also to the strategic issues of socialist harmonious construction and sustainable development of the national economy.Resource-based cities to develop alternative industries is an international problem,although developed countries have accumulated successful experience.However,due to the different institutional environments and development conditions between regions,we need to learn from them selectively.At the same time,we cannot copy foreign practices as they are.Exploratory research and experimentation must be based on local realities.The full article starts from the three questions of ‘why to develop the alternative industries',‘how to develop the alternative industries' and ‘how to choose alternative industries'.For the reason of ‘Why develop the alternative industries',the article discusses the current situation of resource-based urban about industrial structure is single,serious environmental pollution problems,the absence of government functions,irrational personnel structure,and concluded the causes of urban industrial structure lacks flexibility,path dependence and lack of urban development planning,then proposing the importance of developing alternative industries.For ‘how to develop the continuation industry',the article selects the Ruhr of Germany,Birmingham of England,Fuxin of China for case studies.Based on the case studies,the general principles of resource-based cities to select alternative industries include three basic models: replace leading industry,diversified industries,extend industrial chain.For ‘how to choose a succession industry',this paper chooses Jiaozuo City to do further empirical research.Jiaozuo City is the first batch of resource-based cities in China and it is also a typical resource-reducing city.Therefore,the article takes Jiaozuo City of Henan Province as a sample,the article specifically analyzes the PCDL model composed of four aspects: industrialization stage,industrial competitiveness,industrial development dynamics and location.In the industrial sector of Jiaozuo City,the six industries of chemical raw materials and chemical products manufacturing,pharmaceutical manufacturing,rubber and plastic products,non-metallic mineral products,general equipment manufacturing and automobile manufacturing can be used as the direction for the development of the alternative industries.Whether the city's alternative industries can develop rapidly depends on the choice and cultivation of the alternative industries.On this basis,realize industrial restructuring and re-engineering.In the practice of both domestic and international,the successful industrial transformation experience is inseparable from the government's leading and industrial policy support,and in order to avoid the industrial development into the cycle of ecological transformation for economic development,the article gives some suggestions to Jiaozuo for the development of the alternative industries from the industrial,ecological and government aspects.At the industrial level,optimizing industrial policies,implementing differentiated market structure policies,and appropriately introducing foreign capital.From the government level,optimizing the human resources environment,improving the social security system,establishing compensation mechanism of resource exploitation,and building supporting mechanism of recession industry to create a good transition environment,and provide a good environmental protection for the development of the alternative industry.
