Study On The Comprehensive Development Of County Towns In Heilongjiang Province

Urbanization is an important content of rural development theory, but also an important content of agricultural modernization, the research of new urbanization can open up a new train of thought of agricultural development, improve China’s urbanization theory. As the hub of connecting city and countryside. Small towns is of great significance to the process of urbanization and the development of social economy for our country and our province,. The comprehensive level of development of towns in HLJ Province is helpful to analysis the advantages and disadvantages of small towns in the urbanization process, we should target to formulate corresponding policies to promote the process of urbanization in our province.The economic development of our country is in the period of transition,it has become an important task to promote the process of urbanization.this paper is based on the new requirements of the development of China’s economy and summarize the economic development, people’s livelihood, education and population of HLJ province,according to the actual situation in HLJ Province, from the four aspects of the economy,people’s livelihood, population and education, we build a comprehensive index system to evaluate the development level of counties in HLJ province.Starting from the industry point of view, we select the 21 counties of HLJ province as the research object, using the TOPSIS method to carry on the empirical analysis of HLJ Province and exploring the problems in the process of urbanization.In the empirical analysis, all the data come from the 2012 statistical yearbook of HLJ province and National Bureau, in order to maintain the objectivity of the results, we use the entropy method to assign weight of indexes, and measure the comprehensive developmental level of 21 counties in HLJ province, avoiding the subjective influence of traditional expert scoring method. Through comparison and analysis, we find that the comprehensive strength of a region is not only related with the level of economic development, more closely related to people’s quality of life and infrastructure construction, and the development is not balanced between the various departments within the towns.Aiming at these problems, we come up with some ideas, such as the adjust industrial structure of small towns in our province, especially in agriculture and the third industry, improve infrastructure and social security level in rural areas.We hope to provide theoretical basis for accelerating the construction of the new urbanization in HLJ province.
