The revolution of information technology, the rapid change of market environment and policy, the competition environment between enterprises and change of consumer demands and other external factors, require companies to react more quickly to the outside world. Human resources as the core of the organization resources, has key advanced and restricted influences in acquisition and development of the enterprises’ competitive ability. Human resource management practice, as an important function of enterprise management, is under the influence of enterprise’s strategy, and in return human resource management practice promotes enterprises to achieve strategic goals quickly and efficiently. Time competition-oriented enterprises must be able to effectively combine human resource management practice and organizational goals, so that enterprises can obtain and develop fast operation ability through human resource management practices.This research topic is systematized human resources practice under time-based competition strategy. Research steps are mainly divided into four parts. First of all, carry on the literature review for human resource management practices and time-based competition strategy theory, organize the elements of human resource management practices and its characteristics and applicability, and make an illustration about the characteristics of time-based competition strategy in this paper. Secondly, using the case method to make a deep research about HD estate, find out key success elements of human resource management practices in time-based competition process in the HD estate case. Third, build a theoretical model of time-based competition strategy, then make a comparison analysis between the HD estate human resource management practices to time-based competition mechanism and theoretical research, finding out success principles Fourth, through the theoretical research and the case analysis of a successful enterprise, constructing time-based competition oriented enterprise human resource management practices.The research results show that human resource practice change path under time-based competition strategic is not a kind of today’s human resources system can conclude. Under the background of Chinese real estate, control module and efficiency module can be more suitable for human resource practice for time-based competition strategy.
