The Study On The Issue Of The Government Policy Of Promoting Employment By Starting Businesses

Since the 1990 s, the problem of employment in China began to appear, and recently the situation of employment has become severer and severer, especially for the more and more complicated environment of global economy. Therefore, how to exert the functional role of the government in the policy of promoting employment by starting business not only has great influence on increasing the employment rate, but also produces positive effect on promoting the development of local economy. This thesis summarized the significance of the policy above. And the thesis adopted case analysis method to analyze the problems of the functional role of the government in the process of promoting employment by starting business via the case of the government in Jilin. Meanwhile, this thesis presented the main train of thought on how to make the government exert the policy effectively that employment promotion should rely on setting up businesses.This thesis made positive contribution to promote the function of the government public service and boost the development of local economy and social employment. Specifically, the thesis can be divided into the following part:Introduction: this thesis summed up the study background and significance of the policy that government used setting up businesses to promote the employment in brief, and then concluded the present situation of the references at home and abroad, and finally pointed out the research thoughts and approach.In the first part, the thesis stated the main ideas of the theories on employment and setting up businesses and discussed the feasibility and necessity of the study of employment promoted by setting up businesses.In the second part, the thesis expounded the responsibility and function of the government in the process of promoting employment by setting up businesses. Moreover, the thesis discussed several main fields of the government responsibility including formulation of the policy, human resource management, and social stability; it also sorted out the function of the government in the process above from aspects of supervision, orientation and insurance.In the third part, the thesis analyzed the implement of the functional role of the government in the process of promoting employment by setting up businesses. Recommending programs on setting up businesses, boosting the establishment of the pioneer park with stable steps, implementing the supportive policy in the field of setting up businesses seriously, and organizing a series of activities on promoting the employment by setting up businesses; the thesis stated the problems existing in the government in the process of promoting the employment by starting businesses, including the inactivity of the supportive elements in the field of starting businesses, low level of equalization in public employment service, high pressure of expenditure of employment funds, and serious problems of social insurance. Moreover, the thesis explained the reasons why the problems above existed in the process of promoting employment by starting businesses.In the fourth part, the thesis mainly discussed the main thoughts on how the government boosted the employment by setting up businesses effectively, including strengthening publicity education, and organizational leadership, improving the supportive policy in the field of setting up businesses, making efforts to the training of setting up businesses, and completing the public service system in starting businesses.
