| With the development of reform and opening up, China?s opening pattern has transferred from coastal areas primarily to coastal and mainland equally. Xinjiang is located in the northwestern of China, which became the bridgehead of China opened to west because it has a especial position. In recent years, Xinjiang has obtained a great achievement in foreign trade based on its abundant natural and labor resources and the quantity of foreign trade has been increasing. But at the same time, the problem of unreasonable structure of foreign trade has turned up, which restricted the sustainable development of foreign trade of Xinjiang. In view of the above, this paper made an evaluation of transformation and upgrading of Xinjiang through fuzzy comprehensive assessment method based on reviewing foreign trade structure of Xinjiang. Then designing transformation an upgrading paths of Xinjiang by mirroring successful experience of foreign trade transformation and upgrading domestic and overseas. At last, giving safeguard measures so as to provide decision reference for foreign trade structure transformation and upgrading of Xinjiang. The main conclusion are as follows:First, using the TC index, RCA index, analyzing xinjiang?s foreign trade commodity structure, the results showed that the exports proportion of xinjiang?s primary products and manufactured goods get improved significantly; Xinjiang?s foreign trade mode structure is given priority to with border trade, general trade, processing trade; Xinjiang?s foreign trade export geographic directions from the early market development to Asia, Europe, Latin America, Asia, Oceania and other regions, the export market diversification development step by step. Xinjiang?s foreign trade market structure is reasonable, its growing trade partners, geographical direction of foreign trade is also increasing; Xinjiang?s foreign trade mode structure is given priority to with inter-industry trade, intra-industry trade index increased.Second, the proportion of manufactured goods exports, high-tech products export proportion, the low proportion of service trade export, the border trade export proportion, export market concentration, the proportion of intra-industry trade, price terms of trade, export growth 23 indexes such as constructing evaluation index system of foreign trade structure transformation and upgrading, the fuzzy comprehensive evaluation method to evaluate the xinjiang foreign trade transformation and upgrading of the structure in 1998-2013. Results show that the transformation and upgrading of foreign trade structure in xinjiang from 1998 to 2008 in ready for transformation and upgrading and transformation and upgrading of the preliminary stage, 2009-2013, the xinjiang foreign trade structure transformation and upgrading in the preliminary stage of transformation and upgrading. Investigate its reason, lies in the small scale of enterprises with foreign investment in xinjiang, investments limited, enterprise technology innovation power is insufficient, based backward industrial structure, export commodities level behind the dislocation and pillar industry, the market mechanism is imperfect, and so on.Third, draw lessons from developed countries, such as the United States, Japan, South Korea, jilin, heilongjiang and other developed regions of zhejiang province’s foreign trade structure transformation and upgrading of experience, it is concluded that the transformation of foreign trade structure upgrade are dependent on foreign investment, technology innovation, adjust the industrial structure, foreign trade system, etc. Design on this basis, combining with the situation in xinjiang, the xinjiang foreign trade structure transformation and upgrading path, namely the enterprise technology innovation as the main body, on the basis of the adjustment of industrial structure, the government system innovation as the guide, to participate in the regional economic integration as the leading foreign trade structure transformation and upgrading of the path. |
