Study On The Transformation And Upgrading Of Foreign Trade Structure In Xinjiang

Xinjiang has clearly stated in the "12th Five-Year Plan" to vigorously develop the Xinjiang Foreign Trade, to build Xinjiang into the bridgehead of China’s west open. So with the rapid growth in foreign trade volume, more emphasis should be put on foreign trade "quality". The raise requires transformation and upgrading of trade structure, from a lower extensive development mode to the senior intensive development mode.This article, based on the learning of the theory of absolute advantage, comparative advantage theory, the theory of resource endowments, new international trade theory and some other trade theory, drawing on the domestic foreign trade structure research, combining the condition of Xinjiang endemic area, analyses and study Xinjiang’s foreign trade structure transformation and upgrading, comprehensively and systematically from the commodity structure, market structure, the way structure and mode structure.In addition to the Chapter Introduction and Chapter VII Conclusion and Outlook part, the papers, the main contents include the following sections:The first part is the relevant definition and theoretical basis, which is the second chapter, defining the commodity structure, mode structure concept and mode structure and so on, describing the theoretical basis of trade structure and trade structure optimization theory; Second part is from the third chapter to Chapter VI, analyzing the development of Xinjiang’s foreign trade commodity structure, market structure, mode structure and mode structure. Among them, the third chapter intensively describes the structure of the development of Xinjiang over the past20years, which makes ready for the fourth chapter of the foreign trade comprehensive empirical test. Fourth chapter takes integrated analysis method for the overall evaluation of the transformation and upgrading of Xinjiang’s foreign trade structure. Fifth chapter studies the main problems of the Xinjiang structure as well as the formation of the main reasons of the problem. According to the previous analysis specific countermeasures, the third part, which is the sixth chapter, put forward specific countermeasure of Xinjiang’s foreign trade structure transformation and upgrading.Based on the above studies, we draw the following main conclusions:First, Xinjiang’s foreign trade commodity structure both in terms of exports and imports:commodity structure of exports Xinjiang’s local enterprises producing export goods and not much improvement and the proportion of manufactured goods exports is still not high. Xinjiang within the industrial structure and export dislocation of the industrial structure is the biggest problem; view from the great progress, the transformation and upgrading of Xinjiang’s foreign trade commodity structure of Xinjiang into a major importer of manufactured goods from the previous imports of primary products, mainly because Xinjiang has made great strides in industrial development, and in order to meet the country’s development strategy, Xinjiang is an important base for China’s oil imports.Second, from the foreign trade market structure, though the trade partner of Xinjiang has reached more than one hundred, but the quality of its foreign trade diversification did not have much to improve, the five Central Asian countries still occupy70percent of Xinjiang’s total foreign trade. Because Xinjiang is the main overland trade, short-term foreign trade market structure would not have improved much, so at this stage should be locked area, phased and development goals of the single-layer structure.Third, in term of the way the structure of foreign trade, its unique geographical location makes its trade mainly be border trade. Though the speed of processing trade and general trade development is also faster, any contingent can not keep up the pace of development of border trade. The primary of the transformation and upgrading of Xinjiang’s trade patterns structure is the transformation and upgrading of border trade. On the basis of the state preferential policies, Xinjiang should take border trade enterprise group strategy and give full play to its own strengths; The development of processing trade requires to actively undertake industrial transfer and to construct processing trade base to enhance its product competitiveness in the international market.Fourth, from the point of the structure of foreign trade mode, Xinjiang’s intra-industry trade still failed to replace the dominant position of the inter-industry trade. In the period that international trade patterns have developed to intra-industry trade, Xinjiang ought to speed up the transformation and upgrading of the structure of trade patterns. In order to obtain economies of scale, Xinjiang must implement specialization and centralized industrial layout, actively participate in the international division of labor, and give play to their comparative advantage to go forward its own trade mode.
