PPP project can give full play to the respective advantages of government and social capital,alleviate the pressure of government financial funds,at the same time,make use of advanced technology and experience of social capital,not only with the help of social forces for the public welfare,but also to activate the market,and become a new growth point of social economy.In recent years,PPP projects have developed rapidly with its unique advantages,so it is particularly important to accurately judge the implementation of PPP projects.Performance evaluation,as a management tool,is an important means to judge the implementation of PPP projects by reflecting the efficiency and effectiveness of the project and the achievement of the project objectives through the implementation process and results.Through the analysis of the results of performance evaluation,the management level of PPP project can be improved continuously,and the operation process of PPP project can be standardized continuously.Therefore,it is of great significance to study the performance evaluation of PPP projects.Firstly,this paper clarifies the connotation of PPP projects in China by studying the relevant government documents of PPP projects in China and referring to the definition of international PPP projects.Understanding PPP project characteristics and operation process,determine the concept,subject,time point,object and management process of PPP project performance evaluation.Secondly,based on the PPP project performance evaluation principles and the four dimensions of the balanced scorecard,using literature research methods to collect preliminary indicators,and using causal analysis to link indicators and dimensions.On this basis,the experts were invited to mark the importance of the index through questionnaires.With the help of reliability analysis and validity analysis,as well as grey relational analysis method to screen and optimize the indicators,a PPP project performance evaluation index system is constructed,including4 dimensions and 15 performance evaluation indicators.Thirdly,this paper uses therough set method based on knowledge granularity to obtain the index weight to ensure the objectivity and accuracy of the weight.In view of the limitation of matter-element extension method in determining and evaluating matter-element correlation degree,the matter-element extension model is improved.Through comparative analysis,it is proved that the improved matter-element extension model has certain advantages,and the improved model is used to evaluate PPP project performance.Then,combined with the background and data of the PPP project of Hangzhou Metro Line 1,on the basis of the general PPP project performance evaluation index,the index is deleted,added and redefined,and the performance evaluation system of the PPP project of Hangzhou Metro Line 1 is constructed by using the evaluation index.With the help of rough set method based on knowledge granularity,the weights of indexes are calculated,and the basic indexes such as "qualified rate of Engineering quality","score of safety production evaluation" and "public satisfaction" are defined.Only when these three indexes meet the requirements,the project will have the significance of continuing evaluation.The improved matter-element extension model is used to evaluate the performance of the project,and the evaluation results are analyzed to verify the feasibility,operability and rationality of the model.Finally,the conclusion of the paper is summarized,the shortcomings of the paper are analyzed,and suggestions for further research are put forward.
