As a knowledge intensive industry, Software and information technology services industry plays an important role in upgrading the industrial structure. The industry has a wide application field and strong penetration ability; moreover, its technical innovation ability will directly affect the level of related enterprise or industry’s information technology, as well as the level of competitiveness. As a big province of software, the software business income ranked first in the country in 2013. However, the current development trend of software and information technology services industry is facing the status promotion, technical architecture change. Now government pays more attention to strength of the industry, this transformation leads to a big challenge, as well as a big opportunity. We take the technological innovation capability of software and information technology services industry of Jiangsu Province as the subject. We hope that it can be useful to strengthen the software industry through the comprehensive evaluation of the current research.First of all, the paper explains the meaning of technological innovation and technological innovation ability, which lay the theoretical foundation for the paper. After reading a lot of literature about different levels of technological innovation ability evaluation, we did a comment on these literatures; secondly, we define the concept of software and information technology services industry, under the big background, we analyze the development situation and technological innovation ability situation of this industry of Jiangsu Province. Again, we found that scholars would always construct the corresponding index according to their own cognitive of their research object to evaluate the technological innovation ability of enterprise or industry. In this paper, in order to reflect the specialty of the industry we studied, we take the development and research status of the industry and influence of external affection, such as government policies into consideration and build an index evaluation system to evaluate the technological innovation capability of the industry based on the established index classification method made by the state planning commission industry development research school, combined with the input output production process when studied the micro level of enterprise technological innovation ability. The system includes four first class indexes and thirteen second class indexes; In order to make the evaluation results relatively objective, this paper made some improvement on the grey hierarchy evaluation method and made full use of original data to quantitative indicators, then evaluate the technological innovation ability of software and information technology services separately on 2009-2013. After making a detail analysis on the result, we found that R&D capacity and supporting capacity both have the leading role for the promotion of Jiangsu software and information technology services, R&D capacity is more obvious. The technology innovation ability of Jiangsu software and information technology services rise gradually during the five years, but the average of the five years is not strong, the main reason is the R&D capacity is relatively weak; the supporting ability is not strong. We also found that although the scale of the industry continues to expand, the input is abundant relatively, the output capacity is at the head of the country, but we still have to face that the number of backbone enterprise is less and the basic software is weak; Through the evaluation result it also can be seen that R&D capacity plays an important role of the industry, it also further verified the necessity of listed it as an element separately. Finally, according to the evaluation results, we put forward the corresponding countermeasure from R&D capacity, supporting capacity, input capacity and output capacity for the future to enhance the technological innovation ability of the industry and promote the development of the industry to grow.
