At present,the world has entered the era of knowledge economy,scientific and technological innovation presents a new pluralistic trend.Science and technology are advancing in depth from various angles,the velocity of innovation resources is accelerating,the scope is expanding and the scale is unprecedented.With the great changes in the innovation model,scientific and technological innovation has become an important force for all countries to gain advantages in a new round of world economic competition.The 13~thh five-year national scientific and technological innovation plan proposed the establishment of a modern industrial technology system with international competitiveness,ranking the development of a new generation of information technology second place.Thus it can be seen that the country attaches great importance to the development of the information technology industry.As the pioneer of scientific and technological innovation,information technology enterprises play a crucial role in promoting our nation's comprehensive innovation ability and enhancing nation's international competitiveness.On account of these,this paper is based on the information technology enterprises to evaluate their scientific and technological innovation ability.First of all,this paper expounds and summarizes the literature and related domestic and foreign theories of enterprises'scientific and technological innovation ability.Based on this,combined with the actual situation,it analyzes the development status of information technology enterprises and the level of scientific and technological innovation ability.Secondly,with the national innovation ability evaluation index system,the13th five-year national scientific and technological innovation plan as the main basis,this paper designs and constructs the evaluation index system of scientific and technological innovation ability of information technology enterprises.The index system is divided into two level indicators,including 4 primary indicators of scientific and technological innovation input ability,scientific and technological innovation R&D ability,scientific and technological innovation output ability and scientific and technological innovation external support,which are divided into 15 secondary indicators.Finally,this paper assigns the weight of 15 secondary indicators through entropy weight method,forms the initial matrix by the relevant statistical yearbook data obtained,using grey target theory to calculate and grading classify the approaching degree of scientific and technological innovation ability of information technology enterprises and the contribution degree of indicators from 2011 to 2016.The evaluation results show that:the approaching degree of scientific and technological innovation ability of information technology enterprises continues to increase,presenting a rising trend,the grade is raised from level 6 to level 2.The contribution of each indicator is high and average.Among these 3 indicators,the input intensity of new product development,the value of export delivery and the proportion of export delivery accounted for the main business income are the highest.The contribution of technology import and technological transformation funding intensity is the lowest.Therefore,this paper puts forward suggestions for improving the scientific and technological innovation ability of information technology enterprises which from the aspects of improving scientific research input continuously,perfecting the way of technology acquisition and strengthening government policy support.
