The Research Of Sichuan Province Technology Innovation Demonstration City’s Evaluation Innovation Ability

Under the background of economics globalization today, except for the increasingly close contact of regional economy, the development trend of economy industries in different regional scale’s become more and more obvious, which contain different factors and technical characteristics. No matter the risen of Shanghai economics, treading, logistics, iron and steel industries, or the booming of electronic information, automobile, food and beverage industries in Chengdu, not only closely related to it’s history and elements advantages, but also inseparable with a regional’s creativity ability. Regional creativity ability has become the key element of the regional comprehensive strength competition. The creativity ability’s development needs each body make efforts together in different step, for this purpose, stand in the perspective of regional technology innovation ability development, a monitoring and evaluation about regional innovation capacity of research is particularly important. Sichuan province is pilot province of national technical innovation project, as the first national technical innovation project in west of China, Sichuan province carried out some demonstration city construction work in technical innovation project. Since 2012, so far the Sichuan province government first launched fifteen demonstration city of Chengdu, Mianyang, Deyang, Panzhihua etc. This is the Sichuan province’s innovation to promote pilot project of national technical innovation project. At present, the third batch of demonstration city construction work is carried out actively. First technology innovation project demonstration cities and countries review the inspection work had begun steadily. According to the national technical innovation engineering measures for implementation of the pilot demonstration cities and counties in Sichuan province to create activity, the establishment of technical innovation demonstration city, selection and monitoring must have a set of scientific method. Therefore, perfecting the innovation ability evaluation of technical ability in Sichuan province has become an important subject to support Sichuan demonstration cities works carried out well.This article analysis both at home and abroad regional technological innovation ability on the basis of establish evaluation index system and evaluation model. Take the Sichuan province’s 15 demonstration cities as the research object, using the method of combing the normative analysis and empirical analysis, step by step carry out the research work. Firstly, on the basis of detailed combing based on previous literature, with the concept of regional technology innovation ability and the evaluation theory, to review and comparison regional technology innovation ability and its related theory of establishing evaluation system, and provide reference for the establishment of Sichuan province technology innovation demonstration monitoring evaluation index system and the selection of evaluation model in the empirical research. Secondly, I combined the fifteen evaluation objects characteristics which designed by Sichuan province innovation demonstration engineering with established evaluation index system of regional technology innovation ability by other scholars, establish regional technological innovation ability evaluation index system which contain five secondary indexes, like the technical innovation investment, technology innovation achievements, new and high technological industries, technological innovation to promote social economic development and the innovation environment, and under each secondary indexes, set up 20 tertiary indicators like the allocated proportion of government spending on science and technology, amount of scientific and technological achievements of ten thousand to clinch a deal, high and new industrial productivity, Engel coefficient and R&D personnel equipment with per capita etc. After all this, established the weight of indexes at all levels by analytic hierarchy process, completed the work of establishing the technology innovation monitoring evaluation index system in Sichuan province. Thirdly, on the basis of data involved in the objective and accurate collection evaluation index from region to region, this paper carried out the process of empirical research.On the process of empirical research, this paper first according to the characteristics of different evaluation methods, introduced respective advantages and disadvantages of the grey relationship analysis and the method of fuzzy comprehensive evaluation steps, and after this, explained the reason why use the method of combining grey relation with fuzzy comprehensive evaluation together, and do the empirical research on the basis of grey correlation and fuzzy evaluation method. After choose the evaluation method, In this paper, specify the theory of grey fuzzy model and the basis calculation steps in chapter five, and according to this make the final comprehensive evaluation results of the fifteen cities which involved in Sichuan province technology innovation demonstration city. The evaluation results show that in the fifteen evaluation objects, Chengdu, Mianyang, Nanchong, Zigong’s technology innovation ability in the overall ranking, while Bazhong, Guangyuan and Guang’an in the final comprehensive ranking position, the ranking order basic consistent with the fact.Finally, this paper analyzes the evaluation results and put forward the corresponding suggestions. Especially in the process of policy suggestion, in order to improve the suggestion’s objectivity and pertinence, in this paper, the fifteen evaluation objects which involved in the technology innovation of Sichuan province objects is divided into four urban agglomerations according to the “twelfth five-year”, they are Chengdu plain urban agglomeration, southern Sichuan urban agglomeration, northern Sichuan urban agglomeration, and Panxi urban agglomeration, comparative analyze the evaluation results on this basis, find out the current problems and weak links existing in the process of constructing technology innovation demonstration country, clear and definite the emphases and difficulties in real work and effort direction, so as to provide scientific basis for making decisions and measures.
